Deadbeat parents in South Carolina racked up $1.5 billion in child support arrearages from 2010-2014, according to federal data.  That’s up from $1.3 billion during the five fiscal years leading up to 2010.

And that could be only half the actual amount …

“Nobody really knows the real total,” one analyst told us. “I think it is double this.”

Not helping matters?  The Palmetto State’s ongoing child support enforcement problems.

South Carolina updated its child support formulas for the first time in eight years last summer (states are supposed to do that every four years), but governor Nikki Haley‘s Department of Social Services (SCDSS) continues to struggle with the creation of an enforcement database.

“South Carolina has one of the harshest regimes in the country when it comes to punishing parents who don’t pay,” an MSNBC report from earlier this year noted. “And there’s no evidence that the punitive measures are working: According to federal data, the state is actually below the national average in every single measure of how effectively it is collecting child support funds.”

Depressing all around, huh?  Yup …

How freakin’ hard can this be. You owe child support, each month you provide a check to the state. They cash it, issue a check to the recipient. You miss a payment, you go to jail for a weekend. Miss two payments, jail for three days including Friday. Miss three payments, you pull five weekends of community service. Miss four payments, you go to jail for a month, and the court sells your iPhone and car.

Well it can get confusing. Say you have three different kids with three different ol’ladies, but only one will sleep with ya. Well first you pay the one that puts out. Then you only have enough for one of the others. The fuzz locks ya up and ya miss work, if boss man don’t fire ya and ya can’t pay any of them and the first one no longer puts out. What’s a guy to do?

Each of the ol’ladies have kids with several men. His money is going to support those kids. DSS can’t keep track of the kids. The money is going to the ma, but the kids with grandma. I would live wid one of the baby mamas and save on rent, but she’ll lose her EBT if I’m hmmm he caught living there. You seem like a guy that works in a bean counting or number crunching job. You should know that there is no way they are going to enforce laws across the board. The saying you can’t get blood out of a turnip applies here. They brutalize the responsible guys who are actually trying and mostly paying, and the turnips get lip service only because the incarceration costs are higher than just putting the baby mamas on welfare. We need to get the balls to lockup these sperm spewers in work camps with sterilization as a the only parole option. If the baby mamas won’t help ID the daddy, lower their benefits. In the mid 80s I was paying up to $385 a WEEK out of a $570 net check at my primary job for the first two years (don’t let anyone tell you that Florida has no alimony). After that it dropped to $285 and my ex went for welfare and Medicaid even though my kids were on my plan. Got a letter from the Feds stating I had to pay for those benefits or go to prison. I took my trusty shoe box full of receipts to a Fed clerk lady who told me up front that guys like me who won’t take care of their children disgust her and that she would be happy to ensure I go to prison. The look on her face when she saw my records was priceless. My ex was making more than her. Bottom line, when I said okay I’m in the clear but obviously she has been committing fraud so are you going to arrest her? Her response, what kind of man would want to see the mother of his children go to prison? This how it works, Laws and penalties are for the people willing to follow them. It cost to much to really have Law Enforcement.

I feel for you, I had a similar situation happen to me. Even though I had records my lawyer said pay the $1200 because it will cost you more to go to court to prove their record system was screwed up. He even had a friend that was a lawyer have to do the same thing I did. A couple of years later the state collection agency said I was ahead in payments and didn’t need to pay for a while, I knew that was wrong so I kept paying support through the agency. A year later they said I should start my payment again, they had no clue what was going. At least I knew my kids were being supported because my ex said she was receiving checks monthly. When the ex received the extra $1200 she knew it a mistake the agency made, when I asked her for it she just laughed and kept it. Like you said, laws are for people willing to follow them.

I hear ya. I had mine auto-deposited from my employer directly to her account every other week. At some point I agreed to pay a little more. Took a couple weeks to make that adjustment – so I mailed her a check. She sent it back return to sender. So the first check I took to her attorneys office, said here it, she sent it back return to sender (after I had my attorney’s office make a copy of it). The second check – I paid a courier $80 to deliver it to her place of employment. Guy called me up, said done, asked him how it went. All he said was a) she was really mad and b) you’re a lucky man to be rid of her.

Should every “sperm donor” be required to pay, absolutely. Is the process a joke? Absolutely; especially having to do it out of state. Brad doesn’t even legally have DCFS (as we call it here in Maryland) ‘court’ until next week. Will he be required to pay as much as I do a month to support ‘our’ child, of course not. Will he be required to pay even a 1/10th of it? Of course not. My monthly costs to raise my child surpass $2000 a month after child care, health care, food, clothing, diapers,time etc. And will Brad have to pay 1/10th of that? No. But obviously my daughter is far better off not having ‘that sperm donor around’ (or, let me correct myself, that sperm donor refuses to be around his daughter no matter how much I begged). Brad did pay once in September, so whoever wrote what they did prior; is unaware of our situation, obviously. But what or when or how much Brad paid, is not of concern to anyone but DCFS. I appreciate whoever thinks they know my life/circumstances –> but none of you do. I was laughing at this article,as I sent it to a friend, and then happened to read the comments, which is the only reason I am now responding. I obviously have nothing to defend Brad on –> because he has not given or done what he should for his daughter; however regardless of who his father is, if you are a legal sperm donor, which Brad is ;), he will be required to pay the measly couple hundred bucks he will.

Enforcing debt collection should NOT be a function of DSS. If I owe someone money and don’t pay it, law enforcement intervenes. Garnish my wages, ruin my credit report, seize my assets, put me in jail, in that order.

DSS doesn’t automatically become involved in every child support case.
It initially started out as a way to keep children off welfare and/or compensate DSS/taxpayers for welfare paid to support the child.
It evolved into DSS providing child support services to other parents who could not afford to hire lawyers on their own.
It’s not just about ‘debt’. It’s about the ongoing needs of a child and how they are provided as far as DSS is concerned.

But, I still think the idea of a debtor’s prison is counterproductive to getting a debt paid. Or, child support.
And, I wish we could put something in the water to prevent procreation until the parties have a job and have passed a test to show they have good enough sense to be allowed to raise a child.

Let’s break down this amount of arrearages allegedly owed by
parents and expose how the system is more beneficial to the government instead
of to the children. In 2014, South
Carolina reported that a total of $1,559,930,588 was owed in arrears while only
$353,261,197 was owed in current support.
This means that the $1,206,669,391 owed in remaining arrears is composed
of interest, late fees, court fees, penalties, court fines, etc. and will be
retained by the government as a form of reimbursement and not paid to the
children. Another factor to consider is
that South Carolina is supposed to pass-through and/or disregard some or all
support for purposes of fill-the-gap budgeting.
However, the state has not passed a single dollar through to families
receiving TANF benefits. Finally, the
state has reported $43,585,166 in undistributed child support collections
between 2010 and 2014. These parents do
not seem to be the ‘deadbeats’. The
government seems to have taken on that roll.
We need reform to the unconstitutional child support system in

As someone who NEVER missed a support payment they should be made to pay. However, the system for figuring support payments is not fair. The parent receiving the payment does not always use that money for the child as in my case, as I found out years later. Parents receiving the money are not made to work therefore when the computation is figured, they use minimum wage for them and us honest parents get raped because we are hard working and not just getting by. I wished the system would have allowed me to take the kids shopping for clothes, doctors visits etc and paying the bill right then versus giving the lazy parent the money to waste somewhere else!
