S.C. Department of Social Services (SCDSS) director Lillian Koller finally got Governor Nikki Haley to accept her resignation …
Koller – the state’s embattled welfare czarina – stepped down this week as the uproar over a flood of scandals mounted. In doing so, she becomes the fourth member of Haley’s cabinet to be forced from her position as a result of incompetence or corruption.
FITS has been on top of the scandals at SCDSS from day one … doing the work the state’s mainstream media either could not or would not do (at least not until recently).
Earlier this year, one local television station – WLTX TV 19 (CBS – Columbia, S.C.) – finally got around to confirming a shocking story first published by this website last summer. We’re referring, of course, to the tragic tale of Robert Guinyard Jr., a four-year-old boy who was placed into an abusive home by Koller’s agency despite repeated warnings about his safety.
Because those warnings went unheeded, Guinyard was beaten to death in the home.
We called on Haley to fire Koller in the aftermath of that tragedy – not just because there was actual blood on her hands, but because the Guinyard tragedy was the latest in a long line of examples of her unfitness for office.
There’s the ongoing failure of SCDSS on the state’s child support enforcement database – or the total lack of follow-through Koller’s agency has shown with regard to a food stamp waiver touted by Haley in her so-called “war on fat.” There are also questionable consultant payments and allegations of cooked books at its “welfare to work” program (as well as its food stamp system).

In addition to Koller, Haley has been forced to accept the resignations of Abraham Turner at the S.C. Department of Workforce, Jim Etter at the S.C. Department of Revenue and Robert St. Onge of the S.C. Department of Transportation.
Koller’s resignation comes just days after one of Haley’s allies in the S.C. Senate blocked a vote of no confidence in the embattled bureaucrat – and after S.C. Sen. Vincent Sheheen (D-Camden) launched a new campaign commercial in his gubernatorial race against Haley taking aim at Koller’s failures.
It also comes as the S.C. Legislative Audit Council (SCLAC) is preparing to release a reportedly damning assessment of the agency …

I will not contest for one second that there have been plenty of mediocre people working in state government since its inception, nor will I aver that these types should not be let go. However, my argument is to simply illustrate that Haley has, directly or indirectly, put many people in charge of state agencies that have no business doing such jobs. Most have little/no/questionable experience relevant to the agencies they’ve been tasked to manage, have no vested interest in making their respective agencies better or in achieving their prescribed missions, don’t care about the people who work for them, and are simply waiting on their next, more lucrative political gig.
Have these new “leaders” achieved leanness within their agencies? Sure, by following the Tea Party’s/Haley’s “cut for the sake of cutting” mantra where they fire/RIF people left and right to maintain skeleton crew staffing levels and pay bottom dollar to replace the talented, experienced employees who were forced out or who left out of disgust. Remember, you get what you pay for, and thanks to our Gov & Company’s minimalist mindset as it relates to adequate staffing, coupled with the lack of qualified leadership and rule by absolute tyranny, we have incidents like the DHEC Greenwood TB debacle, the numerous DSS failures, the DOR hacking, and, well, I could go on listing all the screw ups but won’t. (One more thing on this: At DHEC, the new leaders have taken the windfall gained from cutting existing staff to inflate the already unjustifiable salaries of the inexperienced hired buddies at the top. Gotta love the Marie Antoinette double standard there.)
You seem to focus on what your opinion is of DHEC’s former state. Well, perhaps you can tell us how the agency has actually improved under Templeton? Do you have meaningful, not manufactured-for-the-media (à la DSS) statistics to support any such improvements? And, if you have evidence on how the high-paid youngsters working at the top of the agency have proven themselves worth the money it used to take 30+ years of firsthand, hard-earned knowledge and experience to achieve, that would be good to hear.
I never said or implied a word in defense, except in the specific sense that a lot of items were and are wrong with DHEC’s middle management and most, the vast majority of them, long preceded her and cannot be laid at her doorstep. I have no idea whether the changes on the health side were good or bad, they simply are not viewable by me. I am more interested in seeing what if anything will happen on the environmental side and only time will tell. As for the upper level losses from the old regime, I think several were regrettable and very unfortunate and a few were long overdue. Same with those that were said to be drive outs rather than push outs: a mixed bag. But it is her show: she will be judged on the final results and not on every individual step. I want what is best for the residents of the state and I assure you that the environmental side of the agency she inherited was in marginal and declining shape when she took over. I wish her success if she chooses to turn it around. That being no small task, I will have to accept that a bit of roughness may accompany the attempt. A lot of people in and out of the agency are interested in seeing what ensues. Some think it is over, others think it is only half over at most. Again, time will soon tell.

As to failings, in general it is failing to live up to the explicit and also implied promise to base decisions on good applied science and engineering in those many instances where an exact decision is not specified in regulation and some judgment must be used. Professionalism is claimed, and is being paid for in salaries, but is widely not attained. Crude, amateurish, sometimes even clownish thinking is all too common in parts of middle and lower management, and this management makes all the final decisions–the technical staff be damned. And by technical staff I don’t mean technicians, I mean staff scientists and engineers, all degreed. The middle and lower echelons of management are fixated with easy answers, the correctness of the answers takes a far distant second or farther place: they merely want a pleasing plausibility. This professional laziness (and cowardice) then permeates other areas so that essential matters needing explanation to permit holders never get explained, never get inspected in the required routine inspections, never get noted in the required routine monitoring, never get corrected by the existing and taxpayer paid-for enforcement. The public gets told it is being protected and in far more than a couple of cases that protection has been basically a fraud. A bungled fraud rather than a designed one I would hope but a fraud just the same. All this preceded the new director and her advisors and cannot be blamed on them.
DHEC’s environmental program should do one of two things: gain some true professionalism (and all that that means), or simply admit to the state that all it can undertake is EPA’s bureaucratic paperwork and a bare-bones minimalist permitting program. If I were a DHEC careerist I would unhappily note that the latter does not require scientists and engineers: adept tech-school associates could handle the technical clerks positions then. Even on the purely administrative paper-shuffling matters they could hardly do a worse job than now in some areas.
All this said, it doesn’t cover all programs certainly. I am not afraid to drink the tap water at any permitted system in SC, nor eat at any restaurant with an “A” sticker. Probably a number of other programs are well run and don’t glare. Sorting out good from poor would take some concerted attention. The poorer managers certainly are not going to tell you.
It will be interesting to see where it all goes.

The licenses for the Open Source software allow commercial and governmental use and it’s free. Also the source code is freely available so they could have agency programmers customize it as necessary. Truthfully the same can be said for Windows vs Unbuntu Linux. Well, that was…political. From what I gleaned from my Google Snap Shot of Director Koller several months ago, she had “measurable results” in her current position and her last position. She did good in her last position before Gov Haley tapped her for Director of SCDSS.
Measurable results are good for Directors and states because they get performance bonuses for measurable results. Ever hear of the Adoption And Safe Families Act of 1997, Adoption Incentive Payments program (Section 473A of the Social Security Act), Strengthening and Finding Families for Children Act, Family Connection grants, Title IV-E program (under the Social Security Act), Fostering Connections to Success and Increasing Adoptions Act of 2008, Adoption and Legal Guardianship Incentive Payments, Title IV-B of the Social Security Act (Stephanie Tubbs Jones Child Welfare Services and Promoting Safe and Stable Families)? If not, why not? Please do not tell me you are basing your opinions on your perceptions based on your biases. Here, Director Koller was doing her job…well.
The problems in SCDSS were initiated by the General Assembly 14 years running. In fiscal year 2000-01 the 34% reduction in SCDSS’s state budget has had an impact on the agency’s ability to provide services. While total funding for SCDSS increased in 2000-01, this reflects the merging of Childcare program from DHHS to DSS where the increase of federal funding went directly to clients in the form of benefits, it is important to note that it did not go to the agency to help with staffing of services.
The result is that caseworkers are doing administrative work, which takes away from hours that could be spent doing casework. In some counties, CPS workers are also
handling Adult Protective Services (APS) cases. In addition, positions have been merged and supervisor positions eliminated. As a result of the use of a buyout program, CPS has lost some of its most experienced employees. In general, caseloads have increased to 50 per worker.
The problems in our state agencies, agency budget cuts, funding pork barrel projects, not being cognizant of being part of a global economy where recessions and depressions affect federal revenue to South Carolina, failing to listen to eight years of Gov Sanford’s pleas to pay SC’s debt, mismanaging state revenues falls squarely on the General Assembly in particular those who have been in office 12 years or more. The problems at SCDSS and in the General Assembly squarely falls on the shoulders of a misinformed, biased, opinionated, citizenry…YOU!
