Richard Eckstrom: Still Slacking

Two months ago this website exclusively reported that S.C. Comptroller General Richard Eckstrom – whose disastrously hypocritical personal life makes frequent headlines – was three-and-a-half months late (and $150,000 over budget) in submitting the state of South Carolina’s Comprehensive Annual Financial Report (CAFR) for FY 2011-12.

The CAFR – used by rating agencies, financial underwriters and buyers of the state’s bonds – was due no later than December 31, 2012. As we noted in our previous report, its unprecedented delay is raising all sorts of red flags.

“A delay of this length is unprecedented and is absorbing many resources from the Comptroller’s Office, the Budget and Control Board and outside (expensive) accounting firms,” a source familiar with the situation tells FITS.

Well guess what … Eckstrom’s report is now five-and-a-half months late.

This is astounding. And totally inexcusable.

Seriously … the production of this report is literally one of the only core responsibilities of Eckstrom’s office. Yet while it continues to languish in limbo, Eckstrom – a top ally of S.C. Gov. Nikki Haley – has been busily making fundraising calls for his 2014 reelection campaign at S.C. Republican Party (SCGOP) headquarters. Oh … and unconstitutionally holding another government office at another scandal-ridden state agency.

In addition to other endeavors …

Whatever the reason for this delay, Eckstrom needs to get off his ass and do his job. Taxpayers shell out more than $90,000 annually (not counting health insurance, a state subsidized vehicle and travel costs) on him – the very least he could do is what the law requires of him.

Also we’re told this delay is likely to have a domino effect moving forward.

“The ‘closing of the books’ for the fiscal year ending June 30, 2013 will probably be delayed, or at best ‘hurried,'” a source familiar with the status of the report tells FITS. ” “Either way is spells important work not carefully performed.”

Weak …

Do your damn job, Richard Eckstrom. Do your damn job.

Albeit small, there is a silver lining. Maybe it will push up interest rates enough to put Queen Nimrata on the hook again.

Considering that YOU lead the office of the “old Folks”, how many senior citizens are going to DIE before Richard Eckstrom delivers the reports that their tax dollars has PAID for..??

There is a pattern here. South Carolina government does not want anyone knowing what they are doing. I bet this delay is by design. Hiding stuff is getting harder and harder to do and dumping all this information late and at the close of the NEXT year is suspicious.

Someone might want to ask if the failure to provide the report is because the CG’s office can’t get the information out of SCEIS. Remember SCEIS – the disaster of an accounting system that has cost this state millions of dollars. The system that has never really worked for the agencies using it.

SEIS was EEECK-strom’s baby! It has been a worthless bottomless pit. The B&C Bd. even transferred money from other needed programs to appease EEECK-strom and try to save the job of the Board’s Executive director.

Eckstorm’s chief of staff makes $145,000.00 per year. He double=dip as he is also the lawyer for The State Infrastructure Bank making almost another $100,000 for that part time work.

Note Leatherman is on Infrastructure Bank. See how these guys fight in public, but hold hands in private. Eckstrom and Leatherman. What a scam.
