I think it is less “undivided loyalty to Democrats” and more of “f@%k you” to the freedom caucus, with a little “we gotta cover all of our asses until after the House and Senate elections next fall.

Despair not: the current continuing resolution that is funding government runs out on 11 December, and will have to be replaced or renewed. The Republicans in the House have been busily passing appropriations bills with riders the White House has threatened to veto. While the threat of a debt default has been removed, the possibility of a shutdown fight still remains.
