According to him, South Carolina state agencies are improperly imposing new regulations on businesses and taxpayers – effectively writing new laws without any oversight from the S.C. General Assembly.

Massey addressed the issue from the floor of the State Senate this week, telling his colleagues it was time for them to scrap a system which permits agencies to impose new regulations unless lawmakers explicitly forbid them.

“Regulations detail how agencies interact with the public and businesses,” Massey said.  “Senators have a responsibility to review and question those regulations to make sure agencies are implementing the law correctly and serving South Carolinians in the best way possible.  We have to do a better job of making sure that is the case.”

Under the current system, agencies submit proposed regulations to lawmakers for review.  If they don’t hear anything back within 120 days, those regulations automatically become law.

Interesting …

We believe the legislative branch in South Carolina is far too powerful.  Giving it additional authority in any capacity seems nonsensical, although if that authority is going to be used to block harmful new regulations (as would seem to be the case here) … well, we’d be hard-pressed to oppose that.

We’ll look forward to seeing what specific reform Massey winds up proposing … as well as any specific examples he may have of the current policy harming taxpayers and businesses.

Massey is such a hypocrite. A year or 2 ago he wrote a law of new regulations that requires little old ladies to get a permit from DHEC to bake cakes in their home.

Aikenmakin. You certainly know that he. Massy, is not the only hypocrite we have in Aiken County. How about that poor victim and state representative, Don Wells, who some how came up with $50,000 from Jay Brooks the local scam man. We still don’t know why he got this $50,000 or if he paid any of it back. Would be very interested where he is working since he closed his paint shop a long time ago. Arn’t there rumors that he may be working for good old Leduc????

One of the many problems with any govt. is the second and third level bureaucrats that take questionable to bad bills and write the “rules” that go along with the legislation. What the legislature / congress passed is turned into stacks of burdensome regulations that normal everyday people are saddled with. There needs to be a review process to make sure that the spirit of the law is carried through and not overloaded with red tape and BS. Sen. Massey might be on to something.
