This is unclear. Who doesn’t give a damn? The Insurance Reserve Fund?

The Insurance Reserve Fund is the State’s “self-insured insurance” organization. It manages and pays for most of the claims against the state and other subdivisions.

It is part of the State Fiscal Accountability Authority, AKA the old Budget and Control Board.

It should, but it just won’t happen. The price of the average degree would probably increase, but never been a big fan of bureaucrats controlling our educational system.
