S.C. Speaker of the House Jay Lucas is one of the most powerful men in the Palmetto State. He’s in command of one half of South Carolina’s all-powerful legislative branch – which wields almost absolute authority over the other two branches of government.
But Lucas – a fiscal liberal who hails from the dirt poor (well, poorer) Pee Dee region of the state – never really planned on becoming Speaker.
The job fell in his lap …
And now that Lucas is a year into the position, it’s becoming increasingly clear that he doesn’t enjoy the scrutiny that goes with it.
“He’s not happy,” one ranking “Republican” in the S.C. House told us. “He’s looking for the exit.”
The ongoing fallout from a brutal debate over the Confederate flag has left Lucas “reeling from the feeling” – and last month’s dust-up over an aborted campaign school has showed how badly divided his caucus is heading into an election year session of the legislature.
So, what does Lucas want to do? According to our sources, his original goal upon entering the House (and then quickly climbing its ranks) was to put himself in position to become a S.C. Supreme Court justice.
As the Speaker’s job continues to wear on him, Lucas is said to be focusing more intently on that prospect.
The problem? This year’s judicial election is already set – and next year’s race already appears to have a frontrunner (one reportedly endorsed by Lucas). Due to ethics requirements and a lack of future openings, Lucas would have to wait up to three years for his shot at this less scrutinized position of power.
Will he? And with his hold on the Speaker’s gavel more tenuous than ever … can he?
Sources close to the situation tell us Lucas’ potential slippage into “no man’s land” is being exploited by the neo-Confederate political empire of Richard Quinn – which is hoping to force him out sooner rather than later and install one of its own members as the new Speaker.
According to our sources, “the Quinndom” is grooming current S.C. Rep. Kenny Bingham for the role – and views the leaking of information regarding Lucas’ judicial ambitions as a central part of that strategy.
“They are at their most dangerous when they know what you want,” a lawmaker who has sparred with the Quinns told us. “And they know what Jay wants.”
How will all of this play out? We’re not exactly sure … but its clear this particular political drama will be worth watching as the 2016 session of the S.C. General Assembly gavels to order next month.

Jobs report is good. 211,000 new jobs created. Previous months revised upward by a total 35,000. Unemployment rate (U3) is still at 5.0%. Discouraged and part time unemployment (U6) ticked up from 9.8% to 9.9%. Wages rose slightly.
Job growth has slowed down considerably since July.November hiring increase is only ‘seasonal’ hiring for Christmas.
Retailers are expected to hire 755,000 temporary workers from October to December, according to outplacement consulting firm Challenger, Gray & Christmas. That’s down slightly from the number of seasonal hires last year.
The numbers are seasonally adjusted to remove the effect of holiday hiring, but they are less than last year. Still the unemployment rate is 0.8% less than last year. The Employment-Population Ratio is only 0.1% above last year. That ia against the trend of aging baby boomers.
The household survey shows the adult population growing by 206,000, the workforce growing by 273,000, and 244,00 new jobs. Jobs only have to grow at 60% of adult population to maintain current employment – population ratio. So when jobs are growing faster than the adult population, that’s good.
The latest BLS unemployment
report states that last month
142,000 Americans entered
and 579,000 able-bodied
Americans voluntarily
departed the labor force, for a
net workforce loss of 437,000.
The official number of
unemployed (i.e., those who
continued to look for work)
dropped by 114,000, while
positive, this drop did not
compensate for the 437,000 people who quit looking for work and joined the Not-in-Labor-Force.
Consequently, last month the U.S. labor force decreased (loss) by a net 323,000 workers (142,000 gains +
114,000 less unemployed – 579,000 voluntary departures = 323,000 less workers).

After reading through the posts yesterday, was thinking about it over a nice cold Coors watching CNN. It occurs to me someone’s feelings are hurt regarding reputational damage if in fact they were outed, and that they feel such reputational damage could impact their ability to continue to make a living in a given field or impact potential business ventures in said field. Said field is rather small in the immediate area of the State House and going out in a 20 mile radius, with only about 5 major players and then a mid-market set of players numbering around 20, with limited new entrants that are able to actually gain a foothold.
Just shows you the type of personalities that are drawn to that type of work.

Because I love you guys – historically since 1990, new job creation four to six years out from the bottom (period of negative job growth on average monthly) – tails off. 1991 – average monthly was -77K but four years later it dipped 321 in 1994 to 180 in 1995. It then rebounded 1996 through 2000. Same occurred 2001 with a monthly average of -145K, then peaked 2005 at 209K, and scaled back in 2006 to 174K. Only that time, the financial crisis screwed the pooch. In this scenario, we’ve dropped from 2014 monthly average of 260K to 210K. So the only real question is, will it pick up again in 2016 like it did in 1996, or crash like it did in 2007. Since we don’t have a housing bubble, and people aren’t fueling economc growth with unsustainable household debt, I’m going with 1995.

The future of those 600 workers is of great concern, but workers would eventually be worse of if unprofitable companies were subsidized by profitable ones. That is what the company is proposing Santee Cooper do.
