S.C. governor Nikki Haley‘s Department of Motor Vehicles (SCDMV) has launched a new for-profit “employer notification program” that rats out drivers and puts state government squarely in another “non-core” function.

The program aims to “monitor an employee’s driving record for an employer” and “notify the employer that an event has occurred which resulted in a change to the employee’s driving record.”

“Any driving violations, suspensions, and license changes will be reported for a period of one calendar year from the date the report is executed,” the SCDMV noted in announcing the program.  “Accidents which cause physical damage over $1000 or results in bodily injury will also be reported. The report is generated once each week on Saturday.”

How Orwellian …

No word on whether employees must give their consent prior to being monitored by this new government program, although the agency allows for driver information to be entered “individually or uploaded via an Excel or CSV file.”

So we’re guessing … no.

The reports generated by the agency can then be viewed online … and, you know, hacked.

So, how much does it cost to hire government to go all “Big Brother” on your employees behind the wheel?  It depends …

“The cost of using this service is based upon a sliding scale of the number of employees enrolled by the employer and will be billed annually,” the agency noted.  “An audit by SCDMV may occur at any time after initial enrollment.  If the employer exceeds the sliding scale that they are being billed at during the audit they will be billed at the level uncovered during the audit.”

In other words the government will charge whatever it wants … knowing full well taxpayers are subsidizing the whole operation.

What a joke …

Count on FITS to investigate how much taxpayer money has been wasted in setting up this for-profit operation – and what the agency plans on spending on a recurring basis to keep it up and running.

Oh, and we have no doubt many of the customers for this service will be … wait for it … taxpayer-subsidized state agencies.

i’m sure the service will be sub contracted out “no bid” to some private company belonging to a lawmakers son so he can collect fat check for the rest of his life, maybe kick a little money back to dear old dad for a consulting fee.

Employers will cancel this service after the first year

DUIs will he a high priority for employers

However their employees will have to have a DUI conviction for any negative impact and as everyone knows very few individuals get convicted of DUI thanks to guess who, lawyer/legislators

Sounds like the legislators who created this golden goose have stepped in their own goose shit

Employers that want to check up on employees by peeking into their driving records should be prohibited from obtaining any information without the employee’s knowledge and approval. That is, if they have no vested interest in the vehicle and associated costs pertaining to the vehicles you drive.
I worked for a firm in Atlanta for over twenty years that supplied company cars that could be used by the individual for personal use. The only limitations that I remember was no modifications, ie, trailer hitches and mods to the power plant. The company paid for all insurance, we were issued various credit cards for gas and repairs. We even had a garage for gas and minor repairs at the Regional office where I worked. If you went on vacation or exceeded a three hundred mile limit, you were asked to reimbursed the company at ten cents a mile for all mileage pertaining to the trip that was over six hundred miles. I made many a round trip from Atlanta to Boca Raton, Florida and back and applied that measure. Would it have been OK for them to monitor my driving habits? I would have probably said “YES” for the convenience and cost savings I experienced by having a company car assigned to me for both professional and private use. Since the company paid all the insurance costs, I would think some records had to be kept on driving records. That should be stated up front by the company if the want to explore your driving habits. If you take the car with that expected, then is it OK? I don’t think I would have liked them knowing my driving habits, but after all, it is their car.
But, your employer wanting to explore your driving habits in you own personal car, which you do not use for company business is entirely out of the question.
While working for the the state, for fifteen years, here in SC I was assigned a state car that was driven home every night , because the hours were highly variable and I lived seventy miles from Columbia and my office was there, which I rarely visited. Is it OK for the state to monitor an employee’s driving record that is in a travel status.
For an average employee of any company that has no vested interest in your mode of transportation, I would find it highly unlikely that random monitoring of your driving records could be considered legal.
And then you have a whole category of people that drive for a living using company owned assets; bus drivers, truck drivers, delivery people,etc. I would think monitoring by their employers is contractual.

They have enough information in your personnel file to go to scdmvonline and see if your license is suspended. They shouldn’t need to know anymore than that about my personal driving history.
They could have a system that allows them to know if a company vehicle is involved in a wreck or is pulled over and a citation is issued to anyone in the vehicle.

Yes, I agree with that logic. The owner of the vehicle should ensure that no one is abusing their asset, or being reckless, either in private industry or the public sector.
But, an employer checking your driving status on your privately owned vehicle, just to check on your personal behavior, is entirely out of the question.
I bet this new program is tailored for private individuals driving an asset own by a company or government entity.

I believe that they have a right to make sure that you have a valid license if you are going to be operating their vehicles and a right to be notified if their vehicle is stopped by a law enforcement officer or involved in a wreck.

Would it matter if consent were required? You will lose your job if you decline consent. I know, my company already does this. It is just another get-out-of-jail free card for employers who want to avoid liability for terminating people.

I would prefer they monitor the use of state,city and county vehicles more closely and speeding or drunken legislators.Then maybe we could monitor how much money legislators or their law firms collect from the state insurance system and contracts. I submit that would be very important information for tax payers to have since we employ all of these folks.
