COP WHO VIOLENTLY ARRESTED BLACK STUDENT GOT “CULTURE OF EXCELLENCE” AWARD LAST FALL

The white, male Richland County (S.C.) sheriff’s deputy who violently arrested a black female teenager at Spring Valley High School this week was recently given an award by the school district where he works.

Richland County deputy Ben Fields – whose violent arrest has become a national news story – was presented with Richland School District Two’s “Culture of Excellence Award” last fall for his work as a school resource officer.

According to the district, Fields “has proven to be an exceptional role model to the students he serves and protects” since being assigned to the district in 2008.

The award was presented to Fields at Lonnie B. Nelson elementary school last November 12.  It was later referenced in a February/ March 2015 issue (.pdf here) of The Deputy, a Richland County Sheriff’s Department (RCSD) newsletter.

Cell phone videos taken Monday by students at Spring Valley High School showed Fields grabbing the female student, flipping her out of her chair and dragging her across the floor as other students sat in stunned silence.

Richland County sheriff Leon Lott initially defended Fields, but has since said through a spokesman he was “very disturbed” by what he saw on the cell phone videos.

Fields has been barred from setting foot on district property while this week’s incident is investigated.

The first time he was sued for “violence” he won. The current suit is because he identified the student as a gang member and he was expelled – he’ll likely win that one as well, it has nothing to do with being an “unprofessional thug”.

Policemen who have no complaints on their records are either not doing their jobs or hiding the bodies better than most.

Sheriff Lott said he almost threw up when he watched the clip. He was so disturbed that he immediately complied with the request for an outside, independent investigation into the matter and now the FBI is involved….yeah, this officer is a stand up guy.

Yes, I agree with you. Most people are basing their ire against the officer on what occurred in the short video. This girl was responsible for her actions and she alone put herself in a position to be physically removed after having been asked three times. I agree, he will be exonerated.

It’s the same incident filmed by two different people you loon. I had two sons go through SVHS. Fields is well liked by the majority of students (the exception being the troublemakers). He’s in a difficult position dealing with 1,960 students, many from challenged backgrounds.

First let’s deal with the facts – she’s a senior and 17 years old, not a “young girl”. She had failed to follow the instructions of the teacher, Assistant Principal and the lawful order of the SRO.

Would I have “calf roped” her? I’d like to think I’m smart enough to resolve the issue without going quite that far. I’ve offered the idea that he could have dragged her, desk and all into the hall. I might have asked the teacher and other students to step out of the classroom to allow her to save some face and respond appropriately to the Assistant Principal’s demands (de-escalation is the technique).

In the end – she caused the situation to escalate by failing to follow the school rules in regards to cell phones.

Neither a bully nor an asshole (much, I’m an Army Officer, it sometimes comes with the job). Could I come up with a way to better handle the situation from the comfort of my office chair – sure but I could have won Gettysburg from here as well. we only get to see a snippet of what happened. It looks bad (though the second video shows the “young female” swinging at the SRO)

I haven’t tried to defend Deputy Fields but instead want to focus on what started the events and why did they go so far? is there a history between Fields and “the young female”? What did the Assistant Principal or the teacher say or do? It’ll all come out in the wash and maybe Fields shouldn’t be working with kids but he has done a good job there (I know this from experience), is well liked by a majority of the students and is now getting thrown under the bus and backed up over several times a minute.

Think about this for a minute, there are cities in South Carolina with smaller populations than Spring Valley High has with much larger police forces. Turbeville, SC has 900 or so residents and four “policemen on patrol”.

No, it’s not. As I’ve posted any number of times, this could have POSSIBLY been handled in a different manner but the bottom line is the “young lady” brought this whole thing on herself. Maybe her calculations were flawed “…they won’t do nothing to me ‘cept maybe suspend me and I could use a couple of days off…” or “…I don’t have to listen to them…” or “…I can’t back down in front of my friends I’ll lose face…” But the blame for the event is clearly hers.

How can you not blame her?!? Whose phone was it? Who had the phone out and was using it? Who refused to comply with the teacher’s request? Who failed to comply with the Assistant Principal’s request? Who failed to comply with a lawful order?

Does Fields get censured for his actions? We’ll see, I’ll be surprised if he isn’t canned.

There were two other adults there, the Assistant Principal and the teacher.

In my high school, the Assistant Principal was a retired NBA player he was like 6’6″ 270, if he said jump you asked “how high” on the way up. If an athlete got in trouble you could count on running laps, picking up trash, cleaning the wood shop or dragging fields after school for a week or more. If it got to your parent’s attention you’d get in more trouble when you got home.

Kids no longer respect school authority. Bad grades got you a rap on the head or ass from your parents and maybe a “parent teacher conference” where you were talked about and the teacher laid out a plan for you to improve. Now, the “parent teacher conference” is likely to be a session where the teacher is talked at about by the parent seeking to determine why “my perfect little princess” isn’t getting A’s.

I see these kids here at the Chicken Coop all the time. I get the “Can I have some extra credit” question every semester from at least one of my students. My answer is always the same – “No, you should have done the assignment and turned it in on time”. The entitlement generation is growing and getting worse by the day

Truly. I reiterate my earlier comment about calling these folks lazy, unmotivated, and uncaring is oftentimes simplistic and reductionistic. A well respected author says that trying to escape poverty and the associated despair is akin to the thrust a rocket needs to escape Earth’s gravity; that it takes synergy of forces to facilitate that effort. COL, I genuinely salute for your work in helping young folks have hope and positive options and a solid grounding in their life.

There are disobedient children who are dealt with nonviolently everyday by SRO, so that question doesn’t make the point you’re hoping it does. That’s like saying if she didn’t go to school, this wouldn’t have happened. Getting a visit from a SRO doesn’t mean an automatic thrashing.

For the last 8 years, Fields has ridden herd on a city of 1,900 students and has never had a complaint against him – now suddenly, he’s an “evil unprofessional thug” because a situation we only have a snippet of information about “looks bad”.

I agree that it looks bad and I’d hope that putting hands on a student is always a last resort, I can’t ever remember touching a student other than to make a correction in technique – I can’t say the same for my Scout Troops (before we go into the gutter here, I’m referring to behavior not sex). I’ve separated a fight or two, grabbed an older Scout by the scruff of his neck to dissuade him from torturing a new one over the twenty years or so I was a Scout Master.

I read it – and responded to it. I agree that having the SRO show up does not equal “ass whuppin” every time. And for eight years, there have been no complaints of that sort of thing where Fields is concerned.

Should he have handled the situation differently? Time will tell, at least one main stream “authority” has chimed in saying he in proper form (I posted the link to the CNN story earlier)

Do you think the teacher or Asst principal said grab her around the neck, toss her backwards and then drag her across the floor? I don’t remember having resources officer when I was going to school. Seems the teachers were the ones breaking up fights – maybe the janitor would too.
I have read 4 college websites and how they deal with a student refusing to leave a classroom. If the student isn’t being too disruptive they suggest ignoring it and speaking with them after class. Or dismissing the class. The only time college police intervention is advised is if the student is violent or acting irrational.

She did open the door to physical restraint when she resisted. BUT, doesn’t he still have the duty to use the minimal force necessary to restrain, given the circumstances? I think he does and that’s where I think he crossed the line. And, isn’t what so much of the complaint has been is other recent cases of alleged excessive force by police.? Rear strangle take downs with knees in the middle of backs for something like jaywalking. Or was it the “resisting” that triggers the overreach? I can hear someone saying “if he didn’t jaywalk and then “resist” he wouldn’t have gotten killed so it’s his fault.

Why did she just sit there? Justified beating. Why did he sale a loosey cigarette? Choked to death on the street. Why did he drive AWAY from the police? Shot in the back and killed.
I mean, people must obey and do exactly what a cop is thinking at that exact moment or they’ve are opening themselves up to a beating or death. This is America. Police are there to be obeyed or suffer the consequences. Don’t you just love these ‘freedom’ types?

I hope the Police Officers Association has a fund to help him out. Otherwise, he’s toast financially. And, since we’re chatting, WTF was he doing in a school, dealing with those challenges, after he was involved in a suit for excessive use of force in the past? Did the S.D. not think he might be high risk.? Yes, the court sided with him, but as we know that doesn’t mean he was innocent. I’m guessing it was more about provability (no camera; alleged victims’ word against his, credibility, etc)

I am sick of hearing “she should have listened.” Sure, she should have but when she does not, that is not cause to slam her to the ground while in the desk, then fling her to the front of the room. As I have said in other posts, force to make an arrest is legal. Excessive force is criminal. No sane person can think what he did was not excessive for the situation that was at hand. Place a pressure point on her to make her stand, take the desk and her out into the hall, handcuff her to the desk, as some have suggested. Expel and arrest her for disturbing schools AND fire and arrest him for assault and battery.

She was not obeying the teacher or administrative staff. She was asked to give put away her phone or stop chewing gum (reports vary) multiple times by the teacher and then asked to leave the room. She refused to leave, the administrative staff was called and she was asked to leave with them, she refused. She was told the SRO would be called and she continued to refuse. The SRO asked her multiple times to leave and she did not. How many chance do you get before it escalates? She was asked nicely to stop by at least two people and she didn’t stop, she was asked to leave and refused, she was asked to leave and advised that the SRO would be called if she did not, the SRO came and asked her nicely to leave she still refused. The SRO attempted to lift her from the desk calmly and she resisted by refusing to get up and then throwing punches and pulling at his arm and neck.

She had multiple options and refused to take any of them. At some point you will be removed by force and if that fails and you continue to escalate you will be removed by any force necessary. She’s in high school not preschool she understands this.

When she did not come out of the seat easily or quickly for him, he slammed her and seat to floor. THEN he picked up her arms and legs like a sack and flung her to the front of the room. LE cannot do whatever in the hell the want to make you leave. Force to make an arrest is okay. Excessive force is criminal. For the situation at hand, teen girl sitting at her desk, non combative, refusing to leave-what the SRO did was clearly excessive.

The first civil case was dismissed. The second is not for excessive force. It’s because some student says he had them expelled for being in a gang. Since the school board expels students not SROs I don’t see how he could be responsible for that.

I just read the documents about the first lawsuit. I’m inclined to believe the plaintiff since the prosecution never showed up for his trial and charges were dismissed. This was over a called in noise complaint, with Fields following the guy from the parking lot to his apartment – where as the plaintiff claims Fields became irritated when he called him dude. That escalated with him being thrown to the ground, kicked and maced. His wife took pics/video of this on her cell phone which the cops took and arrested her too. So all this over a relatively minor offense which was never brought to trial.

Analyst: The officer was within his rights

CNN law enforcement analyst Harry Houck, though, cautioned against jumping to conclusions about Fields, even if the video “looks really bad.”

If an officer decides to make an arrest, Houck said, he or she “can use whatever force is necessary.”

“So if you don’t comply with my wishes … then I can do whatever it takes to get you out of that seat and put handcuffs on you,” said Houck, a former New York police detective.

That said, Houck questioned why the officer was even called in to deal with the student in the first place.

“Cops are at a school in the event a crime is being committed,” he said.

“Too often, these teachers in these schools are calling on the cops because they have a disruptive student in the classroom. This is not a cop’s job.”

He was seconded by Sunny Hostin, a former federal prosecutor and current CNN legal analyst. Hostin doesn’t think anything could have justified the deputy’s actions in the first place, but generally challenged the idea of law enforcement being involved in incidents like this one.

“We in our schools, at least in the United States, are too quick to call in the police to deal with behavioral situations,” Hostin said.

There were more than 82,000 school resource officers working full or part time at 43% of the nation’s public schools during the 2013-2014 school year, according to the National Center for Education Statistics. Such officers have the same credentials and capabilities of any police officer. But in light of where they work, they also have a distinct role as what a 2013 congressional report calls “a hybrid educational, correctional and law enforcement officer” serving as mediators and educators as well as law enforcers.

And in this case, Lavarello from the School Safety Advocacy Council doesn’t think this school resource officer should have ever been involved in what “should have been left in the school discipline area.” Once the officer was involved, he could have deployed “a lot of strategies” like having the other students leave the room first.

Force is legal to make an arrest and LE are trained on how to do so, with the least force needed i.e. pressure points, etc. He was not within his rights to slam her to the ground, while in the desk. OK. So apparently, the SROs are deputies of the Sheriff’s Department. So, in fact, there is a basis for calling them “cops.”

Whether this guy is racist or not is, in my opinion, HIGHLY debateable. The different videos, shot from different POVs, tell different stories. And it does look as though he followed established procedures.

None of this may matter, though. He appears to be a marked man.

School resource officers are a waste of tax payer’s money and creates a police state within the schools they are suppose to protect. The SROs walk around the school thinking they are teachers and they don’t work on relationship building at all. Most incidents that occur in the school are handled by the school district and staff anyway and most incidents are not told to the public or hidden so it will not bring a negative light on the school or the district. The SRo crave was a knee jerk reaction after columbine shooting. The bottom line is that the SRO program doesn’t work and should be abolished in the schools. There hasn’t been an incident that has stopped any violent act in schools and there still are school shootings. The fact of the matter is that the SRO are overpriced security guards. School districts should hire non certified security officers and let the cops work the streets. Usually the cops that cant make it on the streets are the ones that are put in schools anyway. If she had been shot dead in front of her home on Sunday night, by another hood rat, not 1/10 of the ink, electronic or chemical, expended so far on this “event” would have been used to cover it. There is no question about arrest and allowing the process to occur. Justice has prevailed in the “hood rat” scenario you describe. Justice is hardly EVER served in cops hurting citizens. People are upset because once again, a copy abuses his authority, and justice seems far away if at all.

Who was the inept teacher?
Did the principal at this school not have a clue that he was performing evaluations on administrators and teachers and had no idea they have no skills for dealing with raging hormone teenage brains?
What was the cop doing before he came to the room? He got so mad so fast and went so overboard, what had happened to get him in that frame of mind immediately? Or, what was he hurrying to get to that was interrupted by dealing with this kid? Or, is this his constant frame of mind why he got pulled off the street and put in a school where Leon thought he would incite no further lawsuits? I’ve read his father’s CEO of Oliver Gospel Mission, was he just part of the government jobs program for the well connected?
Who made the decision decades ago that SC LE/SROs would not be members of the National SRO Association and, therefore, not participate in their training?
