CLIPS SHOWS 19-YEAR-OLD BEING GUNNED DOWN … OVER TEN GRAMS OF MARIJUANA
Months after the fact, the S.C. State Law Enforcement Division (SLED) has finally released a dash cam video showing the fatal shooting of 19-year-old Zachary Hammond by undercover Seneca, S.C. police officer Mark Tiller.
Hammond was shot and killed by Tiller during a hastily arranged drug bust … over ten grams of marijuana.
We’ll repeat that: This kid lost his life over ten grams of pot.

Unbelievable …
The video depicts Tiller rushing up to Hammond’s car with his weapon drawn. Hammond, who was unarmed, attempted to flee the scene – at which point Tiller opens fire.
We showed the clip to a veteran law enforcement agent and asked him if it was a “good shot” – i.e. police code for a justifiable use of deadly force – or a “bad shot,” which is obviously an incident in which the use of deadly force was unwarranted.
“There is a question of whether the officer created the deadly force situation,” the agent told us. “In other words, he may have been justified in using deadly force at the time it was used. However, the officer created the circumstances that justified the deadly force.”
Indeed … which is the problem.
“The moment that (Hammond) pulled away and the officer had his hand out toward the side view mirror, I could make the ‘good shot’ argument,” the agent continued, although he quickly added “I think the overall opinion may be bad for the cop.”
Of interest? Police officers are trained not to shoot into moving cars unless they are dealing with a dangerous criminal – and have been left with no other option.
“(The) cop probably shouldn’t have shot him,” our expert concluded, although he did say Hammond “shouldn’t have been slinging dope.”
Our view?
Tiller created this “deadly force” situation by trying to go “Rambo” on this poor kid – over what amounts to a little more than a quarter bag of pot.
“Even if you subscribe to the anti-liberty view that recreational pot use should be outlawed, in what universe is entrapping a citizen over ten grams of weed a proper prioritization of law enforcement resources?” we wrote earlier today in addressing this case.
That’s the lesson here: This bust never should have gone down.
The Hammond dash cam video was released by SLED on the same day S.C. tenth circuit solicitor Chrissy Adams declined to press charges against Tiller. Adams has refused to release any additional information related to the incident because it is currently under review by federal authorities.

An automobile is a one-ton (give or take) bullet. As such, he was not unarmed.
Yep, the little snowflake was armed with a 3000 pound automobile, which in the video shows him trying to run over the cop. Little dead snowflake made the decision to put himself in harms way, use deadly force against another human being and that he didn’t feel like getting arrested, so instead of leaving the scene in a police car he left it in a coroner’s van. Mike, I have been waiting on you to pop up. I’m highly interested in your opinion regarding this video. I was trained from 1980 to 1983 and while tech has dramatically changed, the basics are still the same. From that perspective, I see a huge amount of errors in this Officer’s actions. I can be Pro-LE and still see that this is a bad shoot, I don’t know why folks want to insist otherwise. PS: that pig thing is 60s juvenile speak.
Yeah, I feel like it’s pretty obvious that the cop in that video screwed the pooch, procedurally speaking. That doesn’t make it murder, though, which is where all the irrationally angry cop-haters head to straight away. That cop put himself in a bad position, then misinterpreted (I think) what was going on. That, however, is a disciplinary action / lose yer job thing, not a go-to-prison thing. Luckily, despite all of their faults the members of SCOTUS are not usually intellectually challenged – they have ruled for years that cops cannot be judged upon whether they are objectively correct after the fact, but that they were acting reasonably under the circumstances as they would have appeared to that mysterious “reasonable perosn.” It’s just the old Graham v. Connor thing again – “The reasonableness of a particular use of force must be judged from the perspective of a reasonable officer on the scene, rather than with the 20/20 vision of hindsight.”
I think the cop screwed up, but I totally get the solicitor’s legal decision not to prosecute. Sounds contradictory, I know, but if 20/20 hindsight ruled cop work, who in their right mind would *ever* pin on that badge and agree to protect us, knowing that they had to be right 100% of the time no matter what – in the dark, under tremendous stress, and in about a fourth of a second – or it’s off to the pen they go. It just wouldn’t work. I hate the kid got killed, I really do, but he bears the greatest portion of the responsibility for his own death. Slinging dope (even relatively minor amounts) is a dangerous, dirty business. The cop (and his apparently crappy tactics / decision-making) were a contributing factor.

The solicitor released a whole lot of background information in letter to SLED. Much of it is a red herring that passes for character assassination. It appears Hammond was a drug user and a low level drug dealer. But Tiller knew of none of that at the time, and it’s not relevant. The video shows a summary execution by Tiller for failure to heed his call to stop, not because Tiller was in danger. Tiller shot into a car with more than one occupant. Hammond should have stopped. No doubt. Tiller should be charged.

If Hammond hadn’t been shot, yes, the police would have had to apprehend him later. Maybe with risk to themselves or the public. We don’t know how that may have gone down. And Hammond would have bought at least a decade, probably two in prison for his efforts. I have a lot of respect for police. They’re underpaid a great deal. They assume risks the rest of us don’t. But they don’t get a 007 license to kill assholes.

You and I rarely disagree, and I always value your opinion, especially in LE matters but you have to check out the audio included version. IMO, it pretty well shows this guy shooting the kid in the back as he drove by. Its a bad shoot, and the officer didn’t follow correct training with his positioning in relation to the car, again IMO. Cops are people too, and people can easily make a mistake in a high tension situation like this. The kid running was fuel to the drama fire, but it wasn’t like he is a Mexican Cartel member wanted for multiple murders, good training would have dictated cooling this down and picking the kid up later.

Hi Taz! I was hoping there would be a clearly defined sound of gunshots, letting you know exactly what point (and angle) the shots were fired. I played it twice and heard no shots. I heard what sounded like the tires grinding or maybe the engine revving at one point as he was driving to stage left, but am still unsure as to when exactly the shots were fired.
I agree that the pot and most drug laws in this country are stupid, unnecessary, and only bolster the drug trade and organized crime, rather than impede it. Still, I am having a very difficult time mustering any sympathy for the decedent, given his apparent disregard for the life and safety of the cop over 10 grams of weed.
The shot was at 12 sec. mark, officers weapon was LEFT axis about 30 to 45 degrees from center.That is important because the car is traveling to the LEFT of the RO Everything was wrong. First, as i understand they basically already had the goods on this kid and were using the girl to bring him out. ONE officer shows, doesn’t park in a blocking mode (45 degree angle on left rear of suspect) which would have given the RO cover for a Felony Stop. RO then runs over to car placing himself in poor position to defend if either suspect wanted to shoot. then he continues to remain near the steering axle which is another no no. Where was his radio? This will become training film. I have no doubt that the kid is a dirtbag, but this was wrong.
“Toxicology reports showed that Hammond had drugs in his system at the time, Bland said, but he wouldn’t comment on what type or amount. Adams said in a letter to SLED that Hammond tested positive for cocaine and marijuana, and both drugs were found in the car packaged as if for sale.
In text messages found on Hammond’s cell phone, Hammond said he was “in full outlaw mode” and intended to “go out shootin,” Adams said in the letter. He also says he had run several police checkpoints in the previous weeks, including one in Clemson on June 23 that was verified by Clemson city police.
“Almost every text message deals with Hammond selling drugs to multiple individuals including marijuana, acid, cocaine and prescription pills,” she wrote. “The text messages indicate Hammond was actively evading arrest by flight and evading law enforcement due to his outstanding warrant.”
The officer had resigned from the dept. a month before and there is some speculation that he had previously been in trouble for excessive force. Yet, he was allowed to rescind his resignation and return to the force anyway.

From the camera’s vantage point, I can see what looks like actual jeopardy he is putting the cop in with his reckless maneuvering of the car. I can’t say that I would or would not react as the cop did, given the same up-close stimuli he was subjected to. As such, I am more than willing to believe the cop deserves a pass on this one.
As I have stated more than once, I don’t know anyone who truly wants to shoot another person. I have been placed in a position of almost having to on more than one occasion, thankfully with circumstances changing at the last second as the trigger and hammer were coming back. Driving away when a cop is practically draped over the car with a drawn gun might cause reasonable people to think this POS was up to something serious or had possibly just committed a serious crime. go back and watch the video again. at around the 40 second mark on there is a odd flashing going on in the back left of the drug dealers car, at the same time the cops shirt seems to magically change colors back and forth from the actual color of his shirt to a hint of blue kind of like what would happen if the cops lights were on. Translation THEY WERE ON.

I can’t believe the number of people defending the cop. The cop ran over to the window, gun drawn, and tried to put his body in front of the car. But he was then easily able to get out of the way (he was never in the way to begin with) and only shot him as he was driving past. The cop got angry, in other words, that Hammond was escaping, so rather than calling in the plates or getting back into his car, he executed him.
It’s amazing that people can view this video and believe that the shooting was justified. This is really not much different than the Walter Scott shooting — shots fired at a fleeing suspect when they could easily apprehend him at another time.

I won’t bore everyone with the numbers again, but cops engage citizens millions of times a year in the US, and only a small fraction of those interactions involve the use of force. An even tinier fraction of that fraction involves inappropriate use of force, but every single one of those makes the news. Emotion makes this discussion tough, though.

This was a bad shoot even though the officer tried as hard as possible to needlessly and wrecklessly put himself in a deadly situation, he was unable to get in front of the car. He tried hard, to do it. Didn’t quite make it. However, the officer did manage to accomoplice his primary objective that he has in mind as soon as he got out of the car – which was to shoot and kill this kid. Low life though the kid may have been. This was a horrendous shoot. This cop had better thank his lucky stars this kid wasn’t black or some other ethnicity/race besides white. Rather than stonewalling the requests for info, the cop would be fired and in jail – probably on federal civil rights violation to boot.

I looked at the video several more times, and what I see is:
1) – the kid knew it was a LE officer as soon as the cop stopped his car at an angle and away from the kid’s car
2) – there is a reflection on the kid’s car left taillight which appears to be coming from a grill light on the cop’s car – before the cop got out of his car
3) – as the kid attempted to drive away, the cop was not in danger of injury, other than maybe having a foot run over
Well stated.I am disturbed that according to the video the car had cleared the officer and he was standing on the side of the car shooting.This shooting reminds me of the shooting by a University of Cincinnati PO of a man he had stopped for no plate or DL.The guy just tried to leave and the officer reached into the car to stop him,When the car started to move away the PO shot him.

Wasn’t there a report that the woman in the car was the one who was there to sell drugs? Some reports said that the two were on a “first date” — that makes it sound so sweet and innocent — like my daughters going on their first solo dates.
We allowed them to start dating on their 14th birthday but only with other kids and a parent must be driving. At 16 they were allowed to start dating solo but with a non-adult driver. We were fortunate that policy worked well. My granddaughters followed the same rules. I love them all ..!!

I’ve watched the video half a dozen times now. It’s easy to second guess the cop, and there’s no way to know what he was actually thinking, but it’s possible that he thought the driver was trying to run him over. Tie goes to the runner.

All these idiots saying the cop should have done this, or should have done that, need to go F themselves. This is what should happen when a drug dealer that may or may not be armed with additional weapons tries to run you over with a 3000 pound weapon that will squash you. You know what? On second thought maybe the cop should have let him go and picked him up later, assuming the kid didn’t run away. Or maybe he had plans that next weekend so he should have let him go to that first and not inconvenience him with an arrest until it was over. You know I heard in about 10 years he was going to want to have kids so maybe wait until he did, then arrest him. But then the kids would have a father in prison and nobody wants that so lets wait until they are at least out of school. You know we might as well wait even more to arrest him as he may want to see his kid get married. Screw it, he wanted to get away so lets just let him go. What a bunch of crybabies we have here sympathizing with a criminal. I wonder why? Perhaps they too have broken the law and have problems with the police so they are willing to over look the fact this kid was dealing drugs, on drugs, disobeyed a direct order, tried to run away by running over the cop, and now they want to paint him out to be some innocent bystander and the cop never should have been there. If he would have followed any of those things (which are laws by the way) he would be alive today. We may never know

Police murder hack: Jump out in front of a car to make you reasonably scared for your life then shoot the driver, with or without probable cause that a crime was committed.
You were the one buying drugs at the scene?
You can’t walk out in the rain and have a legitimate claim against someone else because you got wet. And, by the time he pulled the trigger he was no longer in any danger. If he want to stop the kids (who was allegedly committing a misdemeanor) he should have just shot the tires out and called reinforcements. No way that kids would have gotten away. He would be charged with the drug crime and resisting arrest but he would still be alive. I know a lot of good cops and I haven’t found one that said this was the way to handle a pot bust with a teenager.
Three things jump out to me: 1. This is another tragedy tied to the failed War on Drugs. The bottom line is this kid was killed in a marijuana bust. Why should that have happened? 2. I have sympathy for the cops — they’re often damned if they do and dead if they don’t. But there seems to be a bit of “Dirty Harry” tough guy running through the veins of some officers today. Their resort to violence is too quick. Perhaps it’s better to back off and de-escalate on occasion? They couldn’t have taken the kid’s license plate number and picked him up at home? 3. Yet again there is, at least, a whiff of cronyism contaminating justice in South Carolina. I am suspicious of Chrissy Adams’ motives.
They young adult with a history of running from the cops could have not tried to run also.
