Hey it isn’t us developers at fault. We followed the law when we built these dams to form artificial ponds to sell our houses on. Our engineers and State regulators could have never foresaw this happening. SC regulates us too much as it is.
One of the areas flooded nine feet above the previous record, I don’t think anyone would realistically anticipate that.

Our newer house was nice and dry thank you. We’re used to a nice lifestyle and that was what we enjoyed during Floodpoclypse as our neighborhood didn’t flood, we stocked up on goodies Friday afternoon and stayed off the roads as requested. DEHC will be the biggest loser in the flood’s aftermath. Why?
Their dam program is deficient in every way. Their information, including inspection schedules etc resembles a drunk’s tax receipts in shoe boxes.
Additionally, they have repeatedly allowed low lands adjacent to drainage corridors to be filled in for commercial purposes.
Again, their record keeping and information retrieval is intentionally deficient as the lack of info protects them from liability.

I work at DHEC and the only Christmas Parties are the ones that we the employee’s put together at our own expense. I’ve there for over 20 and neither me or anyone else have NEVER received a birthday gift from the state . So you are full of shit and lying bitch. You haven’t a clue what your talking about. DHEC is a joke. When we purchased our land about 12 years ago they didn’t want to perk it because they said it would hold water and the septic wouldn’t drain. The only way they perked it was for us to install a very expensive septic system, which we honestly planned on installing anyway. They perked my parents land a few years ago with no problem. Lo and behold our property is almost bone dry while my parents is under 2 feet of water.

Perk test is about soil conditions as well as water table. Land can be on the top of a hill and fail a perk test.
Yes, I know all this and the absorbtion rate of our soil is excellent. Hence, our yard is bone dry. When the DHEC agent initially did the test he came up with an excuse as to why it didn’t pass (and mind you this was the second piece of property we were getting perked- first one failed and understandably so- it is under water right now). So my husband had an independent agent do another test and it passed just fine…and his test was conducted only a few inches from the DHEC agents test. When the DHEC agent came back out he had a ton of other excuses as to why he didn’t want to perk it but then acclimated once we showed him the info from the other agent. In other words, he knew he was had.

There have been a lot of snarky remarks about “our backward state ” or our governor, but this is why they call them disasters. I don’t know what type of events dams are designed to withstand, but 1 in 500 years is extremely rare and most dams have survived. That level of safety is expensive and people make choices about how much they are willing to spend for safety all the time. You buy and build new homes knowing it can’t withstand a tornado or cars that can’t protect you in a head on 50 mph collision.
Of course, a lot has been learned from past disasters and made part of public policy, and more can be done, but people will always make tradeoffs with safety and costs. It is impossible not to. Deciding if your kid plays football is a tradeoff. Getting in a car is a tradeoff. Shark attacks are a tradeoff for surfers. These tradeoffs have to be made not just as individuals but as public policy.
Look at the responses to recent events. Katrina, Super Storm Sandy, Japanese Tsunami. In many ways those events were easier to predict and prepare for. Japan was prone to tsunamis. The coastal areas are subject to hurricanes and tropical storms. In some ways it appears that Charleston was more prepared than Columbia because it was more predictable. No one predicted this severe of a water event so far inland. Hugo was much more of a wind event. Super Storm Sandy is probably the best comparison, because most of the deaths were from drowning and there were over 50 such deaths.

Many of the complaints about road and bridge closins have more to do about inconvenience than safety. Be thankful. We have had no damage to our Nuclear plants. Dams of our major lakes have held up. Give it a rest, folks.
So in the middle of this “disaster” that no one could predict (though the weather channel was forecasting every hour) – then it’s OK as the governor to take six hours off to go to a football game on high ground.

So will the floods. But I’d venture to say, had those floods hit the Florida panhandle in 2004 Jeb would have stayed in Tallahassee and not gone to a football game.
A few days of advance warning is not enough time to strengthen dams or bridges. I meant predicting it’s probability years in advance. That is the only way to prevent property damage. Some dams maybe should have been destroyed before the flooding, but I don’t know if it would have protected property and many more dams have survived.
I don’t know how many have died or been injured due to failure to evacuate in time, but at this point evacuation, road closings, and dam/bridge monitoring and shoring is all that can be done.
Too much emphasis is often put on water distrubution and shelters. People usually find family, freind or helpful neighbors to stay with. The shelters are ether empty or just places for helful neighbors take them in to their homes. Water distribution is helpful in areas that are cut off, but is not critical, because they can usual use their resources to find it. There are hardly ever any deaths or health problems from that cause.
