|| By FITSNEWS || A new group has formed on social media seeking to reform the S.C. Highway Patrol (SCHP) and its parent agency, the S.C. Department of Public Safety (SCDPS).

The group “Troopers FED UP,” is hoping to end what its authors claim is a culture of discrimination at the agency – one they say is imperiling public safety.

“The SCHP is in a spiral that some … say can’t be saved,” the authors of the anonymous group noted in one post.  “It’s gonna have to be a team effort to straighten the command staff up.  Their quotas and continued pressures of your daily job duties has to stop!”

In one post, the authors lament the recent termination of a white employee over the use of profanity on the job.

“Screw the political correctness and public perception,” the authors responded.  “(Your) first duty is to protect your people … at all costs.”

This website has been bombarded with incoming tips related to SCHP in recent weeks – and we’re not the only ones, either.  Multiple lawmakers tell FITS they have received troubling reports from within the patrol about a “mass exodus” of commissioned officers.

Scandal at this agency is nothing new.

Four years ago, this website broke the infamous “Sex, Lies and Troopers” scandal – in which the interim SCDPS director was discovered to be having an affair with S.C. governor Nikki Haley’s head of security.  Two years later we were the first website to report on alleged discrimination against white employees by SCDPS director Leroy Smith, who was hired to lead the agency despite evidence that he falsely accused his former superiors in Florida of racial discrimination.

Smith’s status at SCDPS will be reviewed by lawmakers in January.

Meanwhile, South Carolina remains the most dangerous state in America …

I wish these guys well in their endeavor. Don’t let anyone bullshit you into believing they don’t have quotas. This shit comes from above, not the front-line Troopers who do the real work that gets done.

Meanwhile the head honchos embrace silly slogans such as “Click it or Ticket” and “Target Zero (deaths in the next six months, year, or whatever), a mark which as already been missed so many times as to be laughable except for the tragedy of the deceased.

I understand a fair number of Troopers actually see the folly of harassing motorists who are otherwise doing no harm, over seatbelt violations. Unfortunately, there are a lot of starry-eyed, easily-led, pups in the ranks who actually believe that each ticket they write saves a life.

Good luck boys and give the big brass asses hell!

You show signs of Tunnel Vision. Read the paper everyday of the people thrown from cars and getting killed. Once I despised seat belts but I obeyed the rules. The real problem comes from folks not wanting to be told what to do. To live in a Society that is reasonably safe one must abide by rules and laws. The biggest problem I see in society today those who dictate the law do not follow them their self and I speak of politicians and those with influence but as a retired Police Officer I honestly would rather have you cuss at me than to go to your family and tell them you were thrown from your vehicle and killed. A Hard Head is the making of a soft a##!

I actually installed a set of seat belts in a 1962 F100 pickup many years ago. While I believe in seat belts I still have enough piss and vinegar to resent the govt. telling me I have to wear them. I wear mine religiously, one of the few things I do religiously, but it is still my business.

I appreciate your points Elfego, but I tend to agree more with Rogue Elephant. I began wearing them at all times when the first ( secondary enforcement) law passed. I believe that was as far as such a law should have gone. While I realize the politicians might have had good intentions in making it primary enforcement, the reality is that people who are endangering no one, while driving the road and minding their own business, are usually going to resent Mr Policeman stopping them and ticketing them over such bullshit. Lord knows, police have got enough PR problems these days without adding to it. It should be the officers’ discretion to not enforce seatbelt laws if they choose. Lord knows, there are enough drunks, idiots who don’t signal lane changes or drive without lights in the rain or at night, and other more hazardous (to all) to worry about without harassing people who only endanger themselves. I agree it sucks to have to deliver “the news”. Some departments put that off to the Coroner’s office to do. I don’t know why SCHP doesn’t.

The problems at SCDPS are out of control:
A racist Director that was a proven liar before he was brought to SC.
There is a black sergeant that committed perjury in Kershaw County. It was covered up and she was given a M-F office job in Columbia.
Over 25 troopers in the Pee Dee that lied on Academy forms and certifications. Some of those officers testified in court that they were certified when they knew that they had never completed the course. Some of those officers were black. They received minor discipline. The one that resigned was screwed on his Academy certification even though he had been told that the department had no intent to fire him and only screwed him at the Academy because he resigned.
A Lt. Colonel that was in a video posted on FITS that abandoned troopers that were fighting with New Black Panther Members during the Confederate Flag Rallies.
A Chief, that when he was a road supervisor, ignored the fact that a man had drank anti-freeze and placed the man in jail without seeking medical aid for him. That man later died due to lack of treatment. The trooper was suspended and they tried to cover it up. Vacancies were left unfilled until this man was eligible to be promoted. Today he investigates and sits in harsh judgment of others.
A Colonel that sits on his ass and watches all of this happen and does nothing to stop it.
Captains that treat employees in an abusive manner if they don’t like them and let’s misconduct and mistreatment of citizens go if they do like them.
Troopers having possible comments that were made 7 years ago being used to demote a supervisor to eliminate him from consideration for a promotion.
A black supervisor if found to have committed adultery, had a ticket that was written to him dismissed, and cussed out a retired trooper. He is allowed to resign on good terms. A white trooper that is accused of adultery gets fired. Another white one gets suspended, demoted, and transferred. A deputy director of a different division committed adultery with one of his subordinates. It was covered up and he was promoted numerous times after that.
A trooper gets fired for dismissing a ticket while supervisors routinely call and ask troopers to dismiss tickets. Nothing happens to the supervisors.
The governor needs to address these issues today, not tomorrow. Not only does this need to be corrected going forward but they need to correct the sins of the past. A lot of good officers have left the agency. Those officers need the opportunity to return.
Most of the people at the top need to go.

Contrary to popular perception, there are times when such would be a fully appropriate action. Prior to “TN vs Garner”, it was legal to shoot a fleeing felon, although most cops I knew even then were not enthusiastic about doing so absent aggravating factors, kind of like in current law. Still, it seems like that was one more little change that emboldened criminals in general and may have caused crime rates to notch up just a bit more.

In todays environment a law enforcement officer encounters a disproportoate number of unknown folks. This is because of a more mobile society, travelers, business and personal people traveling through a community.
When my Dad was serving in Korea we stayed at his mother’s home in Mississippi. Recently in catching up with some of my cousins who grew up in Mobile, Al and New Orleans, LA we swapped stories.
One constant in our stories was that each of us (yes, Shifty was a rascal in his youth !) whenever nabbed by the local cops were taken home to Mom, Dad, or in my case Grandma, to get “the lecture” together with a “switching” depending upon the “crime.” Since my Mom worked during the day whenever she got home I got my second doses of both!
Those were the days when we kids could stay out all night on the porch or in the neighborhood when there was no school the next day. Daytime we were free as the birds to wander.
And I admit for the record that was how I got my start on low crimes and misdemeanors. The local cops were more peace officers rather than enforcers.
As of today — no convictions & no indictments (not that some could have been brought down upon my bony head!)

Therin Shifty, lies what is probably the biggest si.gle contributlr to crime, these days. When we were young, to have done something to cause the cops to come to our houses would have been (to us, at least) as bad or worse than receiving the death penalty. Horrible whippings, sanctions, and other means of seemingly eternal torment that we couldn’t (and didn’t want to) imagine would surely befall us. Now, a cop takes a kid who was caught breaking into a neighbor’s home or vandalizing things on a grand scale and the first thing out of the “parent’s” mouth is something about why is the cop picking on their kid. I believe that may have aot to do with the trend you noted about them being more “enforcement” oriented than peace officers.

I don’t know who the phone design engineer is who first thought it would be cute to make a phone where you couldn’t change out old batteries is, but I hope wherever he is, he gets himself caught in his zipper on a regular basis as punishment for having inflicted that “idea” on the world.

LOL! The big thing these days are portable power supply units. My latest one recharges my Note 4 like 5 times or more. My big compliant was music, I legally own over 8 Gigs of music, quit counting after 250 CDs, which played hell with my Apple 5S. I had that service to put my music on “the cloud” but it sucked so I want to carry it all with me. I’m rockin 32 onboard and 128 SD.

Samsung Galaxy Note 4 would meet your needs well. It’s back one generation but the specs are good enough that they’ll carry your forward for several years. It has a removable battery and an SD slot. Internal batteries aren’t a design engineers fault as much as they are a customer satisfaction issue. Thinner and lighter are the buzzwords of the day and the only way to accomplish that is to use internal batteries that can be made in odd shapes to take up every unused micron of space in the phone. Faster, Cheaper, Better pick two of the three.

Until I saw the pics on their site, I had no idea they had originally worn those damn “Smokey” hats. While they look cool and all that, those things are a freakin’ nightmare to keep the brim straight and well-maintained. I recall the Stetson “cowboy” shaped hats they wore in the 60’s and 70’s that looked to be far more practical and less of a PITA than the Smokey hats.

I agree fully about the speed traps. That said, if you read the article you will note that one of their gripes is about quotas, those quotas the brass at SCHP has denied existed for decades. If the quotas go away, hopefully so will a lot of the radar trap crap, checkpoints, and other garbage.

DPS is massive organization, still that’s 1% to 1.5% of employees lost each month. Yearly attrition of around 15% which is a huge loss considering the amount of money invested in to training, benefits and retirement. I wonder how may are bailing out at 25 years because they are sick of the politics and other craziness thus depleting the organization of experienced people who should be leaders and mentors. Of course if you want a study in how to destroy an organizations motivation, leadership, experience and know how look at what the current and immediate past fire cheifs have done to Columbia Fire. Once one of the best departments in the Southeast and by some measures in the country. Now engines run short staffed, highly respected officers retired to get out of the politics, and with a few exceptions the lack of leadership is startling. There a Captains with 5 or 6 years total experience and Chiefs with 10 to 12.

More people are killed in traffic collisions every year than by any other means. Proper enforcement of traffic laws will never prevent all traffic related deaths but it can greatly reduce them. Excessive speed, DUI, and failure to use seatbelts and child restraints are the primary contributing factors in most fatal collisions. These laws need to be enforced to protect the public. These laws must be fairly enforced. Collisions need to be properly investigated. But the men and women that do this job must be treated fairly. Just as they cannot allow race, gender, or sexual orientation to be a factor in their decisions, their supervisors cannot either. The same way that a trooper needs to know when to write a warning, when to write a ticket, or when to make an arrest so should the supervision when dealing with the employees. The supervision of the department are guilty of using excessive administrative force when dealing with their employees. They need to go.

There are city police departments and Sheriffs offices enforcing traffic laws too ,as well as investigating real crimes.

The SC Highway Patrol needs to be trimmed and placed exclusively on Interstates to enforce traffic laws period and end this myth that they are a general law enforcement agency.

More officers are murdered while conducting traffic stops than other action that the officers take. Timothy McVeigh was captured after he was stopped for speeding. The guy that kidnapped his kids in SC and murdered them was caught at a license check. Many wanted persons are caught this way

If troopers stayed specifically on the interstate who would work collisions off the interstate? Have a hard enough time now getting city/county agency to cover collision within their jurisdiction. Charleston, I believe is the only agency that covers all collisions in the county that are not on the interstate. If city/county agencies start working all collisions off interstate, citizens could become angry bc time for an officer to respond could increase. Traffic enforcement is a significant part to saving lives.

How about the unpaid overtime? They tell you that you will receive “Comp Time” and then won’t let you show that time on SCEIS? Why are Troopers the only ones not getting overtime or paid by the universities to work football games? Why are the taxpayers footing the bill for this? Why are troopers forced to go to court on their day off and they are not paid for it. Why are troopers required to work 7P-7A, then appear in an Administrative Hearing an hour from their home from 11A-12P and then drive an hour home and be back to work at 7PM for another 12 hour shift? They are not paid for the time spent going to this hearing and most never get comp time for it. Is it safe to have them work these kinds of hours? The Command Staff is aware of this situation and refuses to address it with the Administrative Law Court. The Command Staff are the ones forcing these troopers to work extra hours that they will not be compensated for.

Every once in a while you can read in the news about some sheriff’s department or such losing a class-action suit by officers over past unpaid OT. Sometime the settlement checks for longtimers are pretty stout.

I worked for a private corporation that was involved in an unpaid OT lawsuit and consent degree one time. Everyone that couldn’t prove unpaid OT was given a check for $500.00 everyone that could prove over $500.00 were paid for their total unpaid OT. Of course all the managers that were previously peons (and likely worked many thousands of dollars of unpaid OT to secure their promotions when they were peons) were “ordered” to sign a waiver giving up their rights to any settlement.

I don’t know about the Troopers’Association, but SCLEOA is about as useful as tits on a Nun or balls on a (RC) Priest. Add to that, they have joined the ranks of elitest, anti-gun, FOP, SC Sheriffs’ Association, etc. At one time PBA seemed too be the most about helping the front-line troops get important things done as well as being mostly pro-Constitution and pro-2A. I am not aware of any changes in that.

Just curious, does SCHP give them their duty weapon and badge on retirement? That has been a quaint custom in many departments, going back decades. I undrrstand Columbia PD did until the Scott/Lott/Santiago regime buggered the works there on all levels and stopped the practice in a display of cheapness that went off the charts. I always figured that their duty weapon was a small pittance of a token of appreciation for all the missed holidays, birthdays, anniversaries, school plays, ball games, etc that were never spent with family because “The Job” needed them on those occasions.

Why is a certain captain allowed to drive from the far side of Aiken to Columbia every day in his State vehicle? That is much more than the 30 miles allowed by policy. Why is he allowed to spend half of his work day watching the Gamecocks practice? Why is he allowed to used their equipment room as his personal clothing supplier (ethics law). Why does he spend the night before a game with the team and go to the movies with them? Why did he and his favorite Lt. walk out of last years spring game with basketballs autographed by Dawn Staley right after it was announced that there would not be any autographs signed? Probably for the same reason that he was given his rank-because his daddy was a trooper.

I was a trooper of 24 years when I was rear ended by another vehicle while working a collision. My only crime was saying the word “hell” when I was struck. I was put under investigation by OPR because it was on video. Instead of waiting to possibly be fired I quit and went to work for anot her agency for a year so that I could retire. Trust me when I tell you it’s all true.

I believe it. The chickenshit at upper levels in many agencies is scary. Most of these jerks have either been behind a desk so long they have completely forgotten what it was like on the road in the real world. That, or they never were on the road. They probably learned all they know about the real world when they were in college, from the likes of Geoff Alpert, who probably never spent a 12 hour shift in a cruiser in his life.

What too many don’t understand is that cops are human. They deal with people all day whose every phrase is “motherfuck this”, “fuck you bitch”, “motherfuck that”. After a while, it can’t help but rub off on you. Not only that, but when giving commands to one of these stellar citizens, you better be talking to them in their own language, letting them know in no uncertain terms that you mean business. “Please and thank you for a Tootsie Roll”, will see them either running over you and/or you having to shoot someone if they don’t take your commands to quit reaching under the seat or to remove their hand from under their shirt empty, seriously.

True Story: At one time I rented a room to a guy who had been ticketed for having no insurance. Not having heard anything else about it, he forgot about it. One day he was off work and at home when two State Troopers cmae to the door and were looking for him. I called him to the door and he about shit in his pants when told why they were there.

Inside we all had a little discussion. The Troopers explained that another Trooper who had been pulled from patrol duty for some unnamed infraction had been assigned to locate about a dozen offenders who had not cleared up their tickets.

The guy said he never received a notice in the mail. The Trooper explained, “No – No- he was supposed to be contacted personally by the other Trooper, who had reported to the Commander that after five visits to each offender he could not locate any of them. In fact, the Commander discovered he didn’t do diddly-shit. That’s why they were here.”

They then explained that all he had to do was get proof of insurance by a letter from his agent, and take it to the Commander. Since he didn’t have insurance I volunteered to drive him.
He delivered the letter to the Commander who thanked him, and told him no points or fines would be assessed against him since the Trooper had lied about attempting to contact him.

We were told to wait. About fifteen minutes later we were called in to the Commander’s office who again apologized — and then handed him a letter which stated that and also included an OFFICIAL APOLOGY FROM THE HIGHWAY PATROL!

At all times the guy was treated with courtesy and respect. So I say that not all Troopers are jerks..!!

Contact your State Senators and Representatives.
Contact your local politicians.
If you are no longer a member of DPS or not in fear of your job then request a meeting with the Governor. If you are in fear of your job then send and anonymous letter and make sure that you tell her that you fear retribution.
Do what the Colonel should be doing! Stand up and make your voice heard. Show the Colonel how to do the right thing.
Mike Oliver needs to find his testicles and take care of what was his people. He will never regain our trust and respect but he may be able to salvage a piece of his own dignity if he goes out fighting for the troopers.

When I worked in troop 1 I was told that “you guys in the reserves get too much leeway and shouldnt be working here”. That cpl was later promoted to SGT. Funny all of us in the guard who had recently deployed kept having paperwork that was turned in to that sgt go missing. One guy he was harassing even had an unsatisfactory mark in his EPMS by that same SGT for not writing 100tickets and a 100 warnings that month. Soon after he came back from military leave they started in on him. Then when he’d had enough and started to look for another job. They suspended him for some bs the same day he had an interview with a nearby city. They tried to hem him up on missing reports but he kept copies of everything he turned in. HP leadership needs to be replaced starting with the command staff!

Don’t they have another supervisor over there that is related to a retired state senator. He resigned one time and shortly after being rehired they sent him to training so that they could promote him to corporal. He couldn’t meet the requirements of the job but they ignored police and let him keep his rank. Not long after they promoted hit to sergeant even though he never met the qualifications for his corporal’s position. When they couldn’t tolerate his incompetence any more in training then they let him transfer back to road duty as a Sgt. They then promoted him again over more qualified applicants. He has proven that he can’t handle the job. The people that work for him are miserable. The command staff thinks he walks on water.

How about the sexual harassment investigation over a year ago at Blythewood. A Captain and several others were reassigned and received minor discipline. This was kept hush hush and the Captain was hid out in supply. He is about to retire and be given a nice paying job since he exceeds to age to return to work without penalty. That was how they moved another one of the LTC’s bitches into a cushy job in Blythewood.

How about getting fired after a lawful arrest of a black NFL player from the hometown of the OPR Chief. Was on unpaid leave for 2 months before they acted. Then at the grievance hearing all you hear about is a Facebook post that is over 3 years old because it offends the attorney representing DPS. Already reprimanded for something they didn’t even have a policy on at the time. Didn’t like the fact I stopped legislator’s, senators, cops, and civilians alike. But yet termination because I wouldn’t take a resignation and release them from further civil proceedings. Now they making my life Hell.

The HR department is basically deciding who is hired and fired without and oversight. There was an email that was quickly recalled about job postings that went out to black colleges and black politicians only from the HR department. …clearly favoritism is happening there.

I guess you can commit adultery if you are in the ruling class. Supposedly she admitted to the affair during a deposition. Maybe he told them that it was his brother that was tapping it. Who is the Executive Director of the Trooper’s Association since the old one was caught misrepresenting himself to federal lawmakers by pretending to oppose large semi-trailers as a representative of the Trooper’s Association when he was actually on the payroll of the railroad industry getting paid to oppose the trailers. The SCTA didn’t know that he was working for the railroad while he was collecting a check from the SCTA and they let him go. Who is the Executive Director now? What does he have to say about all of this? Where is the President of the SCTA? His opinion? Is the State Human Affairs Office investigating? Are the troopers that were fucked over and railroaded going to be brought back?

I just recently retired from the SCHP, I’ve told people if there was a company in this state that treated their employees the way SCHP treats their employees they would run their ass out of this state. What you have read on this site is a small example of what goes on with SCHP, I;m not sure the exact number but its probable some where around 120 troopers if not more that have quit due to the working environment over the last couple of years. IT IS AWWWFUL

This Lieutenant not only violated policy, he lied during the internal investigation. Only a polygraph brought out the truth. Unlike the guy in troop 5 that was fired immediately, this guy is still working cushy assignments. Must be nice to be friends with the OPR Chief and a member of the protected class. DPS policy only has one punishment for untruthfulness- Termination. It is one of the Academy’s 7 deadly sins. This guy still has a gun and a badge despite this. The DPS command staff has been untruthful every time they cover up misconduct and they still have their jobs and Academy certification. The members of the Law Enforcement Training Council need to be made aware of this. The AG needs to be investigating this as part of his “war on corruption.”

As long as Leroy Smith is at this agency people will continue to leave. Fits should file a Freedom of Information Request on how many employee lawsuits have been paid. I know the lawsuit for the troopers overtime is already been settled and payments have started. Good people have left there because of the hostile working conditions created by Smith and his HR Director that was hired from DMV. The people at DMV have stated she is an out rite racist against white employees. Her on HR department has lost multiple employees because of her. She directed an email only going to black institutions about job postings. The Legislature needs to invistigate what is happening there ASAP!

Fire Smith, Fire Oliver, Fire Williamson, Fire Phelps, Clean out the Command Staff, Fire or reassign many of the troop captains. clean out the weasels and “all about me” guys from OPR. replace them with people of character that do not play politics and that do not have a social agenda. Change the culture of the highway patrol and try to get many of the people that have left or been forced to leave to return to the agency. Many of those people are your best chance to fix the agency. They have been a victim of the current persecution and would be the ones most motivated to exterminate that mindset from the agency.
Smith and company are mistreating employees and running them off in record numbers because of their racist agenda and incompetence. Fatal numbers are up and quickly rising. The blood is on their hands, they are killing motorists with their incompetence.
How can I drive from Greenville to Hilton Head to visit family on a holiday weekend and never see a trooper? It’s not because we haven’t hired any. It’s because they refuse to stay and tolerate the abuse and discriminatory discipline that is doled out for trumped up policy violations.
