200-225 PERCENT RATE INCREASES HAVE RESIDENTS STEAMING MAD …
|| By FITSNEWS || It’s been a hot, muggy summer … resulting in higher energy costs for consumers all over the Southeast. But in one small South Carolina town, these rate hikes have gotten ridiculous.
We’re talking about 200-225 percent increases in energy bills from one month to the next … astronomical increases that far exceed the impact of the higher temperatures.
This disconnect has resulted in a new kind of heat … the kind generated by popular outrage.
Clinton, S.C. is a town of roughly 9,000 people located in the Upstate region of the Palmetto State. Incorporated in 1852, it was named after Henry Clinton Young – an attorney who laid out its streets.
On a balmy Monday evening this week, dozens of town residents gathered to voice their discontent with soaring energy bills.
“There are citizens who have seen significant increases in their power bill, and there are businesses which have considered leaving due to the increasing electric rates,” said Clinton mayor Bob McLean. “Over the course of the next month, I along with other members of (town) council, will investigate this spike in electricity, and will map out a way to help cut our losses and reduce rates going forward.”
From June to July, the average increase for city power customers was between 200-225 percent according to a source familiar with the rate hikes.
“Most of the local mom and pop businesses are affected, with some even stating that they may close their doors,” the source said.
For those of you keeping score at home, the median annual household income in Clinton is less than $28,000 – well below South Carolina’s abysmal rate of $44,163 (which is itself one of the lowest rates in the nation).
In other words these are people who cannot afford to pay such exorbitant rate increases.
Clinton’s city manger Frank Stovall has tried to pass the rate hikes off on hot temperatures.
“That’s B.S.,” our source said.
People who live outside the city limits (and receive their energy from a local cooperative as opposed to the city’s provider) saw monthly bills in the neighborhood of $250- $350. City of Clinton residents? Their bills fell in the $450-$900 range.
So if not higher temps … what’s driving the discrepancy?
“What Stovall didn’t tell people is that they are using funds from the electric bills to cover the cost of water and sanitation services, two departments (which) are operating at a loss,” our source said.
Mayor McLean referenced these two departments in his comments regarding the rate hike fiasco, saying they needed to become “self-sufficient.”
Unfortunately, McLean only has two members of Clinton’s city council supporting his efforts. Stovall has four backing him – giving him a governing majority.
So … how will the simmering drama ultimately play out?
That remains to be seen …
If the town of Clinton wants to stay in business, though, its leaders should probably consider that whole “self-sufficiency” thing for its money-losing departments rather than sticking cash-strapped residents and businesses with ever-escalating bills they can’t afford to pay.

The output voltage from power plants can be adjusted. Downstream, what you normal have in a home on average will drop to lower voltage level during the summer peak demand hours. Because of this, electric motors in HVAC units (fans/compressors) will draw more current as a result of the lower voltage output coming from the power plants through distribution systems. Hence, the more amperage being drawn (kilowatts). Further hence, the reason for higher electric bills. Its a scam that has been going on for eons. SCE&G is famous for this old trick. They could easily raise the output voltage at the power plants to keep energy consumption on the norm. But why do this when they can increase their profits? Ask any electrical engineer worth their salt. They will tell you just like I am.
Volts X Amps = Watts. If the voltage drops more amps are drawn but with in +- 3%ish the wattage will be the same assuming somewhat efficient equipment.
You are right for Inductive circuits. Voltage goes down, more current is drawn from the system, keeping power consumption somewhat the same.
These type circuits are are the type that air conditioning compressors and other motorized equipment.
Resistive circuits, incandescent lights, heater coils, range top burners are all resistive circuits. Decreasing the voltage in a resistive circuit will not cause an increase in current. Therefore, power consumption will go down when voltage is decreased across a restive circuit.
You can not use Ohm’s law(only dc circuits) to calculate power in an AC inductive circuit, you need a way to compensate for the phasing of the voltage and current components.
The major load for a power supplier in the summer time would be inductive circuits, AC, blowers, etc.
Volts = potential
Amps = current
Volts × Amps = Watts = power
Kilowatts × hours = energy
Your meter reads and you are charged for Kilowatt-hours.
I believe lowering voltage would lower your metered Kilowatt-hours therefore your bill. Sometimes it is done at peak demand and results in a brown-out, but I don’t believe it fools the meter into overcharging.
Look it up, in an AC circuit, lowering voltage will increase current flow, within certain limits. Brown outs is a failure by reducing voltage below the limits of system to sustain the current.
Yes, power is voltage times current in watts, But Ohm’s law, as you have stated is for DC circuits.

Nine has several interesting properties, it’s a perfect square and it’s also the highest single digit number i.e. the last number before 10. Subtracting the digit sum of a number from itself always gives a multiple of 9. In other words 75 – (1+2) = 75 -3 = 72 and 9×8 is 72. This works for all numbers and why you get the famous 9 times table of.

Check into their membership in the PMPA (ownership in a 70’s era nuclear plant boondoggle), and what wholsale electric rates Duke charges the City of Clinton. Clinton has been subsidizing the General Fund for decades of the electric utility enterprise fund, meaning property tax rates are lower than they should be, if but not for stealing the electric revenue. The real scandal in Clinton is in their participation in that natural gas authority. What Clinton should do is auction off the municipal electric system to Duke or SCE&G. As much as you may hate them both, they would operate it less expensively than the city does and taxpayers would have millions in the bank.

More and more utilities are switching over to natural gas. Years ago it was mainly hydroelectric, then coal, then oil then nuke power (which has ALWAYS been subsidized by the Feds – the only energy source to do so). it’s just the natural progression of things.
Technology changes. At one time whale oil was the be all to end all and people of that time said nothing would replace whale oil.

Those coal fired plants could have stayed on line until the conversion to natural gas or new plants were built. Obama stated in his campaign that he was going to put the coal industry out of business. He deserves all the disdain that can be mustered up for his inability to look after the economic interest of all in this country.
There should be a fast track for new power plants, both nuclear and gas-fired, but that won’t happen under this administration.

Whatever is going on in Clinton is not happening elsewhere. So obviously the subject of your rant is not the culprit.
Any idiot who read the report on the then Progress Energy plant in Hartsville and doesn’t see the need for regulation of nuclear power plants is – well – an idiot.
That plant was full of employees who did not seem to have a clue that not only could their pure-tee trifling-ness blow up the countryside and their families in their homes, but their very selves.
Power companies don’t like building nuclear because it would cut into the pay and stock options of the CEOs and rubber stamping boards.
And, because 21st century American business doesn’t look at business over the next decade, just the next quarter.
I’ve looked at one of these bills. They are charging the residents over 18.2 cents per kilowatthour. For comparison, Laurens Electric Co-op currently charges 11.6 cents per kilowatthour. Businesses and residents in Clinton should get out if they can.

Real problem is SC is 10 years and counting behind on solar installation…..it is taking electric companies that long to figure out how to ripoff customers before going mainstream.
Solar is COSTLY, painfully so. It’s 30K a home, and the panels only last 5 or so years. That’s 6K a year (EXTRA) for limited service, and it does not work on cloudy days. Aside from that, you have to be plugged into the power co. grid anyway, because there is no power w/ solar on cloudy days.
Why do you think the $90 Billion Obama gave to the solar industry was money down a hole. And now the government is MAKING SC utility payers, fund solar because of idiots like you, screaming to implement a product that is broken.

I designed and built our house (1200 square feet) in 1985 and incorporated passive solar with insulation to the max from the get go.
My Duke bill runs around $100/month winter and approx. $175/month summer. April-May & September – October (I call those the “sweet times”) the bill is even lower (as a rule)
I augment heat in the winter with a 30 year old Kerosun (Omni85 – 13,000 BTU). At night time the heat pump hardly runs when it is below freezing.
During the day all the drapes are pulled back to allow the sun to heat the slate floors and the ceiling fans (Casablanca’s – made in America circa 1985) distribute the heat and the heat pump hardly runs during the day. I’ve seen it be 30 degrees F on a sunny day and the heat pump hardly runs at all
Again, the Yom Kippur War changed my life and I have made energy conservation a way of life since I got out of the Army in 1974.
Energy costs CAN be drastically lowered.

Damn, my electric bill in Lancaster never reaches $200 in the most extreme periods of weather. I had a twenty year old gas pack and in the winter the gas bill ran from 140-190, and then electric about $45. Replaced it a couple of years ago with a new Trane heat pump and what a difference – even in this summer’s brutal temps my bill has averaged about $130 and last winter was about the same. I’m on Duke energy.
Agreed – the new heat pumps are hard to beat. I’m on my second one in 30 years (first one crapped out around 2000 after 15 years of use.).
Like I posted my winter bill is cheaper than my summer bill due to using passive solar augmented by kerosene heater at night with heat pump as stand-by. Using heat soaked up on the shale floors really makes a difference. I planted some trees which provide shade in the summer which helps some in the hot weather but that is the only trade off and I was aware of that when I built my house.
Looking at a earth sided or even semi-underground dwelling for my retirement home which should cost even less (as far as energy consumption goes) – Convincing Mrs. Sparklecity is another thing though……..

I live here in clinton and we have yet to turn on our house unit at all, and our power bill was almost $600 up from about $325. We have two window units running that has been running since may and our bill stayed the same except for this month so something is not right about all this! Last winter my family stayed cold the whole winter because running our central heat on a temp setting of 70 alone made out power bill shoot up to almost $1000 almond we still was cold!!!! We can not almond ford to live like this! When power is more then rent there is almond ford BIG problem some where!
Number 1: Check with your land lord to see how well you house is insulated (if it is at all)
Number 2: Window A/C units are energy hogs (UNLESS it is properly sized for the room and you are not letting the two units try to cool the entire house)
Number 3: If you ran the central heat as you claim and you bill was $1000 you have a serious problem with the HVAC system, the dwelling or a combination of both. Again work with your land lord or move out.

Greer has gas/electric/water/sewer all with the CPW. Garbage/recycling is outsourced to ACE Environmental. It’s administered by Public Works and I believe that is paid from taxes.
IIRC, as long as they itemize the bill, it’s perfectly legal to collect all under one statement.

There is a mini-nuclear generator (Google it) that could power a city the size of Columbia, fairly cheaply. It will revolutionize the world.

The funny thing is, they’re all of 75 miles from a nuclear power plant owned by Duke, but getting screwed by their own little town council. My prior experience in small southern towns – follow that money trail. I bet there a number of reasons why a rate increase is diverted to cover solid waste costs, and they ain’t all about picking up the garbage.
Sadly they are part of an association that owns 25% of one of those Duke operated Reactors. Catawba 2 is owned by North Carolina Municipal Power Agency (75%), Piedmont Municipal Power Agency (25%).

Does anyone know the utility name on the Clinton residents’ electric bill?
In my neck of the woods, the only utilities provided by/sold by a town or city are water & sewer and the electricity in towns has been CPL/Progress/Duke (God help us) for decades.
Does the city of Clinton sell electricity? Does any other town/city in the state?
Maybe, that’s why ‘written by FITS’ writes for a blog. He/she didn’t go to journalism school (or pay attention in HS English classes) to learn about who, what, when, where why questions.
Part of the problem is the absolutely huge salary that Frank Stovall has wrangled for himself and a few of his department head buddies.
Also, I went to city hall yesterday to discuss my home and business’ utility bill, and the staff, including this Stovall guy were rude beyond belief. First, they rolled their eyes, then sort of chuckled. How insulting!
Then, on the way out, I noticed the temperature. I didn’t have a thermometer, but it was clearly around 70 degrees.
Where’s the leadership?

The city needs to cut their budget all together if they cant pay their costs. They are spending, spending, spending and not able to put back to build up for unexpected costs. Now granted this has taken decades to get us into this position by decisions from previous administrations. I realize the city is not generating enough money to cover costs and because of this previous administrations have tried to coddle the public by not raising taxes or increasing fees in an effort to lessen any impacts on their pocketbooks. Folks the money is not there and if you want the city to continue to operate then costs and fees have got to go up. The city has done the citizen’s a disservice by coddling them for to long and now the town is in such back shape that the current residents are the ones feeling the pain.
I personally feel that all those department heads that have retired and are getting big salaries need to do just that and retire. If they want to continue to work then they need to come back as entry level salary. That will save the city money. And why does the Public Safety Department need to have a Director when everyone knows who runs that place. There use to be a fire chief and a police chief and that’s how it should be. I call asking for the police chief and have to end up talking to the captain. Just seems like that is a wasted 100K when for years it was ran by police and fire chiefs whose salary put together was maybe 100K if that. Go back to the old ways of running this town. Clinton needs to cut their budgets period!
Michael runs public safety. He is a good man and should be the next chief.
