|| By FITSNEWS || As the global economic downturn complicates anemic economic growth at home, politicians promising big gains in the American economy ought to be viewed as highly suspect.
Take establishment “Republican” frontrunner Jeb Bush, who is vowing to implement policies which will create four percent annual growth in America’s gross domestic product.
Is that possible?
Well yeah … it could be. You know, assuming Bush was serious about a radical reduction of government and a complete reorientation of its philosophy (a.k.a. incentivizing growth, not dependency).
Is he serious about either of those things? So far … eh. Not really.
His reform agenda is – as we’ve noted – “too little, too late.”
On its whole Bush’s “reform” agenda seems less about actually taking on “Mount Washington” – and more about providing political cover against the “Insider” rap. No “Republican” candidate should be proposing half-measures at this critical juncture in America’s unraveling … least of all one named “Bush.”
As evidence of Bush’s supposed ability to achieve the economic growth he’s promising, National Review Online has published a report entitled “Judging the Governors.”
The report seeks to assess “the impact that a particular governor had on growth in the employment rate in his state, distinguishing that effect from the overall economy’s employment fluctuations and from the typical trajectory of employment fluctuations in the state.”

…there is considerable variation in the “governor effect” on state employment levels. Not every governor generates results in the direction that he would have hoped; others enjoy bright track records.
Employment growth when Governor Jeb Bush was in office, for instance, tended to be about 4 percent higher per year than one would have predicted if the average Florida governor had been in office. Governor Perry has a similarly impressive record. (An asterisk on the chart next to a candidate’s name means that our result has passed a standard test of statistical significance: We are 95 percent sure that it was not a matter of chance.)
Those with negative effects should not be too dismayed. No single statistical analysis can provide a complete picture of a candidate’s record as governor. New Jersey was a basket case long before Chris Christie took over, and was on a fiscal path similar to that of Greece. He probably did more for the state than this picture shows, because what would have happened without him would have been so terrible.

NRO has been exceedingly friendly to establishment “Republicans,” so we’d take its insights with the proverbial ocean of salt. We’re not saying the publication is wrong, just that it’s inclined to give fiscally liberal GOP politicians the benefit of the doubt.
Also as we’ve repeatedly stated, we would caution against using the unemployment rate as a reliable measure of the health of a state (or nation’s) labor market. The labor participation rate and the employment-to-population ratio are far better indicators.
Oh, and obviously the 2016 GOP field isn’t confined to governors, so … keep that in mind.

Unemployment was already lower in Wisconsin before he took office and his Labor participation rate was higher. A cold climate state is a difficult place to have job growth if you look at demographic trends. Texas and Florida are Southern high population growth states. Kasich’s performance in a rust belt state is interesting. I’m not sure it is fare to compare to typical governors of the state. One state may have had a lot better governors than another.

I lived in Florida for a good portion of Jeb’s tenure. So the first two years he road the gravy train that was the Bill Clinton economy, and life was goooooooood!!!!! Then big bro took office, and in late 2001, and early 2002 unemployment in Florida lept from 4.5% to 6.5%. Housing values actually went flat or fell a bit. Well, from 2003 through his departure in 2006 unemployment plummeted solely on the housing bubble. In fact, Jeb’s state was housing bubble headquarters. Within 6 months of his leaving office at the end of 2006, unemployment was heading towards 6% again. Now, on the government side, Jeb spent more than all the previous three governors combined. All them flipped homes, and inflated real estate transactions netted him billions and billions in revenues off title and stamp fees. So, it was – Free college? You got it. New highways? Let’s build ’em. New government programs? Can’t get enough. New government buildings? Refurnish all the state offices in Tallahassee? Sure thing. Jeb’s only personal effort to create jobs outside of real estate flippers in Florida, was an initiative for high-tech jobs in West Palm Beach that netted – like 400 jobs. In a state nearly 8 times the size of South Carolina. On insurance, Jebby and Marco put together a state exchange that Marco got passed, and Jeb signed, just before leaving office. When the federal exchange took over, Jeb and Marco’s exchange, over 5 years, signed up 75 people. His “success” is only outpaced by the absolute disaster his one-legged economy was standing on when the bubble burst. And he wants to be our latex salesman?
That “late 2001, and early 2002 unemployment”, as you remember, was the post 9/11 recession…which George W. Bush, as you remember, fought with ‘stim-u-lus’ in 2002.
