That record of the fleet size is as of 2013. They may have expanded rapidly, then run afoul of the law. How and why they might have expanded so rapidly might give a clue as to why they might have gotten so much fed attention, which might not be all about safety violations. Which could answer the question posed by “Price is right” about why FITS might run this.
