At least Sanford had a sense of humor with his actions. I am not sure Gov. Haley’s comment is humorous.

SC had a $1 billion surplus in 2006 because they had $1 billion they didn’t spend from 2005, and so they moved it to 2006, called it a surplus and claimed victory. If there was a REAL surplus then, there’d be a REAL surplus now – it’s not like Nikki cut any taxes.
