You may find the problem lies with the Supreme Court. They have ruled allowing wide latitude for presidential executive actions. One of the major issues is Congress abnegating its responsibilities. They readily cede their power to avoid hard work and tough decisions. Rather than legislating, they would rather be out posturing, posing and creating TV “sound bites” while raising more and more campaign cash. Remember the old saying: power abhors a vacuum. Congress has created the vacuum and the presidents have filled it.
