Home Rule is legislation. It is not in the state’s constitution. Therefore, the General Assembly is free to amend that legislation at any time.

Pure pie in the sky fantasy. If state gov’t won’t treat their little thieving brother(local gov’t) with “fairness” what incentive is there for them to treat their victims(taxpayers) fairly?

This is what happens when Republicans take over a legislature. It’s been incremental here in SC. It’s happened at supersonic speed in NC in the last few years. But, the result is the same. The small government types in the legislatures want all the power to accrue to them. The cities and counties in which they actually live be damned.
I don’t know if there is anything that reveals the truly authoritarian mindset of the average Republican elected official than this issue.

Rest assured it’s the same with Dems too. People don’t get elected generally speaking to restrict their own access to/use of power.

Dems have always been unapologetic Statists, which is at least admirable in their honesty even though they like power just as much as Republicans.
Thieves dividing the spoils? Not hardly. A business license fee amounts to less than .3% of the gross revenue of the business. Thanks to the thieves in the state house, business are paying more in property tax than they are in a business license fee. The fat cats in Columbia have been caught playing business against residents to foot the tax bill.
