My wife’s grandmother had a severely autistic child, who was almost completely non-functional in any meaningful sense. This could have been avoided by instituting what I’d call the Technology Laws…..a primitive throwback race (e.g. the Negroid), is not allowed to possess or use any technology ( cell phones, cars, guns etc. ), that even given 1000 years they could not recreate from raw materials.
