EMPTY, EXPIRED POSITIONS RAMPANT IN STATE GOVERNMENT

A year ago this website reported on a rash of vacancies and expired terms on the S.C. State Ethics Commission (SCSEC) – the agency that’s tasked with holding the vast majority of Palmetto State politicians accountable for their actions.

In that post, we opined that vacant and expired terms on state boards and commissions were bad because they enable the politicians who appoint them to “exercise complete control over” their decisions.  We called that a “recipe for all sorts of corruption.”

And whaddya know, we were right …

Anyway, it turns out the ethics commission isn’t the only state entity with vacancies and expired terms.  According to Andy Brack of Statehouse Report, the problem is rampant.

“There’s still a bunch of people serving in state positions who haven’t been reappointed by the governor, legislature or other group,” Brack notes.

In fact S.C. Secretary of State Mark Hammond has created a database showing all of the unexpired or vacant terms – and it’s more than fifty pages long.  Granted most of the list is comprised of agencies that shouldn’t exist (Soil Classifiers Advisory Council, anyone?), but there were a few recognizable entities contained in Hammond’s report.

Among the notable agencies?  The Board of Education, the Board of Probation, Parole and Pardon Services and the Commission on Higher Education (CHE).

Our takeaway?  South Carolina’s government is in desperate need of major shrinkage – a mass purging of unnecessary bureaucracies, boards, commissions and programs.  Once it identifies the handful of core functions that ought to be performed, it must not permit necessary appointments to lapse.

Not only is it illegal, it breeds the sort of corruption our leaders ought to be rooting out …

The ethics committees in the House and Senate, as well as the State ethics commission is a joke! These committees and the commission is one reason ethics is lacking in the Palmetto State!
When I worked in State Govt., I forwarded complaints to all, their rulings were a sham!
I feel this was part of the reason Haley removed me from my job.
I had too much trash on some and filed complaints, a personal vendetta and political payback to a powerful Senator!
I found out quickly what, and who Haley truly was!

Agencies serving vulnerable children show a stark difference:

For the SC Children’s Trust Fund all seven members are current.

For First Steps: six of eight members are expired. For First Steps Babynet- all nineteen members are expired- some terms ended six years ago.

Governor Haley know First Steps is a disaster. She vetoed First Steps reauthorization legislation saying after a decade of operation there was no compelling evidence that First Steps was working and they had serious and persistent problems honoring their
legal commitment to undergo a performance audit every three years.

The legislative audit council’s audit of Fist Steps cited multiple missteps by the First Steps board of trustees including the fact that eight of the seventeen current trustees have expired terms ranging in length from two to forty-two months and that trustees of the First Steps board have not adequately attended meetings and have made decisions without a quorum.

So many of the board positions are empty because the people have learned they have no power to do or change anything anyway. It’s like being on the innumerable committees within the South Carolina BAR. Members are expected to vote exactly as Queen Jean has already said one should vote or go home. Period. End of story. I eased off of my committee and went on home. It was not worth the fight.

I went to one of those stupid SC Bar Committee meetings and everybody was glad handing me and telling me all the wonderful things we would be doing. First thing I knew some Seymour girl who obviously works directly for Toal took over and told us exactly what we would be approving and exactly how it would be done. Period. All I could think about was who the hell was this bitch and how in hell could she get by in such an an ugly outfit and flat hair and still work for Queen Jean? Who is this woman?

No confident intelligent lawyer would join these committees, but for getting favors from Toal. Like Betsy Gray and her kind.

I quit that committee and am quietly practicing law in tasteful suits, silk blouses and comfortable 1″ inch heels. I am happy with my practice and life and have no intention of serving mankind with these stupid committees that have no power. I actually had my hair re-styled after seeing this beady eyed, flat haired bitch.

I looked at about a dozen pages of Mark Hammond’s database. Some of the people have terms that don’t expire until 2015. Why are they listed?
On the other hand, some positions have not been appointed/reappointed for 10+ years by entities like the Board of DNR. The Legislature has done a pisspoor job of keeping up with their appointees, too.
Maybe it’s just me, but if I were appointed to a board, I would be contacting the person who appointed me to let them know my term had expired.

State law requires the Secretary of State to publicize vacancies, expired terms, and those terms expiring within one year on a semiannual basis. That’s why some terms expiring in 2015 are included.
