When Greenville controlled the Legislature (the only governing body in SC with any power) I heard from Low Country legislators that they were getting screwed. When Charleston was in power, the same lament came from Upstate legislators. When the Barwell ring was in power, Hollings actually used that as part of his gubernatorial campaign. I also distinct recall the Hollings-Marshall Parker election. Where Upstate vs Low Country was used. Not in public but in the one-on-one mode.
