Since he took office in 2011, S.C. Treasurer Curtis Loftis has been one of the only elected officials to put his campaign rhetoric of “transparency and accountability” into tangible action.

Nikki Haley? Not so much … 

And while Haley has rushed headlong into the arms of the status quo she claimed to be fighting against, Loftis has done the opposite – aggressively challenging one of the state’s most corrupt, entrenched bureaucracies, the S.C. Retirement System Investment Commission (SCRSIC).

Last September, this website exclusively reported on $1.4 million in bonuses paid out by commissioners to the managers of this $25 billion fund – a surprisingly tone deaf move considering its abysmal results.

The only elected official who opposed these bonuses? Loftis – who has been deftly exposing the failure of this fund as well as the shameless self-serving behavior of its corrupt commissioners, led by Reynolds Williams.

Has so-called “reformer” Haley helped Loftis out? Absolutely not. In fact her appointee to the commission led a recent effort to censure Loftis – and she’s been working behind the scenes to block an audit of its corrupt activities.

Loftis – who has now drawn a status quo primary opponent as a result of his tenacity – remains undeterred.

And with good reason …

According to a report released by hedge fund Bridgewater Associates this week, America’s public pension funds are likely to achieve only four percent returns moving forward – meaning a whopping 85 percent of them will go bankrupt over the next three decades.

Public pension funds currently have $3 trillion in assets – but have at least $10 trillion in obligations. To meet that burden, these funds would have to return nine percent – more than twice the Bridgewater projections.

“With the 30-Year long bond yielding a mere 3.5 percent and with stock valuation through the roof, I expect negative returns for 7-10 years,” pension fund expert Mike Shedlock wrote in response to this report. “Stretched out over 30 years, four percent seems about right. Nine percent is out of the question.”

There you have it …

Numbers like that are precisely why Curtis Loftis is fighting the good fight against our state’s incompetent, self-serving pension fund leaders – and why it is so disappointing that Nikki Haley has thrown her support behind the corrupt status quo. Fortunately, Loftis got some help in his efforts recently from S.C. Rep. Jimmy Merrill – who cut bonuses for commission staff from the upcoming state budget. We urge Merrill’s colleagues to support his efforts – and to oppose efforts by S.C. Sen. Hugh Leatherman to restore this money to the budget.

More importantly, we urge them to follow Loftis’ lead in bringing long-overdue accountability to this fund …

If we keep getting substandard returns for the next several decades and the funds start drying up, you’re going to have a scenario of either taking it out of the state employees’ asses or making taxpayers eat it. It’ll probably end up being a combination of both, and both options are entirely bullshit.

Loftis isn’t just looking out for the taxpayers, he’s looking out for state employees too. Too bad the powers that be are only interested in lining their own wallets at the expense of everyone else.

Loftis would make a pretty decent governor, which we haven’t had in quite a long while.

This is by far the foulest, most obviously paid-for advertisement I’ve ever witnessed on this site. Loftis is no superhero. That’s blatantly obvious in that he has no clue about how to do his job and often complains of being confused by the very tasks/responsibilities he was elected to carry out. That’s not my point. My point is this – fitsnews is obviously a paid advertisement for the likes of Loftis (and Ravenel and Sellers…etc) where uncomely politicians can pay for seemingly innocuous endorsements disguised as articles touting phony accomplishments, when the truth is that these officials/candidates are even more corrupt than the status-quo pols fits purports to rail against. I would like to see some real transparency here, Mr.s Folks, Loftis, Sellers and Ravenel. How about lets see how campaign funds are sent to this website. Hmmm?

Not going to completely dispute the “paid advertisements” claim or the call for transparency in where FITS gets its money. I think the former is highly likely, at lesat in some circumstances. I think the latter would absolutely be a good move for any political group or site that calls for similar transparency in government, lead by example and such.

What I will say is, how is Loftis more corrupt than the status quo guys trying to hide shit? How is Loftis trying to screw us over more than that asshole Reynolds or any of those other fuckers? There seems to be a lot of shady stuff going on that Loftis is trying to shine a light on.

I see the crap regarding a lot of politicians FITS touts (Sanford, Davis, Sellers, etc.) but to be quite honest I don’t see how Loftis is such a bad guy. Give us some objective evidence that he “has no clue about how to do his job” and maybe some of us would change our opinions.

Completely paid. The facts of the article point to prognostication of a a single hedge fund. Take a look at the market yourself, Mr. Folks. If you’re unable to make money in this market, you’re obviously not following the correct advice. And I think it somewhat hypocritical, a “conservative” like Loftis complaining about people earning bonuses (don’t we want everyone to make more money?). Anyone who invests understands that bonuses are part of the compensation investors make. Historically, South Carolina has a long history of large salaries paid for mediocre performance (Gov Riley, Andre Bauer, Mick Zais, Lou Holtz, et al). Are you saying these “entrenched bureaucrats” lost money for the state? If so, then they should be held accountable. Frankly, and looking at the comments by fellow readers, Loftis’s accomplishment seems merely to be the drawing of an impotent opponent. I will educate myself, as you suggest, but not from the links you’ve provided – links likely paid for by Loftis (given your glowing prose, tripping over yourself to compliment someone while ignoring his lack of accomplishment). I’ve never seen such drool printed in my life. Except that it also points to concerns that Loftis has to have professionals look into contracts because he may not be experienced or qualified to do so, which points to my earlier qualms that my gut feeling of him being too confused for the office. Anyone who runs a state agency requires the assistance and experience of staff in various professions. I have no knowledge of Loftis’ experience or qualifications. I have noticed the personal nature of the acts on him. They have come from many sides. When someone draws so much fire an otherwise uninformed citizens suspects Loftis must hitting close to his target.

As for paying Folks. Reason would indicate there is a lot more money and special interest on the other side.

As for Loftis needing assistance, I can understand that. Though he does appear to be confused in the link I posted (watch the video), which troubles me that an elected official can’t read an important report because it’s too confusing. It makes it easy to get a gut feeling he’s paying for Mr. Folks’s endorsement to cover for his shortcomings in understanding how to do his job.

The agreements can be 500 pages long. with many attachments, etc..and he may have two or three at a time to deal with. this, along with his other responsibilities?
Loftis now has two lawyers and a full time custody officer helping out to do what he had to do by himself for over two years.

Banker, I was referring to the secret service report that left Loftis so confused (click the link and watch the video). But I can understand that agreements can be voluminous. However, you bring up a new point – why is Loftis growing his staff with 2 new lawyers and a custody officer? Were the treasurers in the past able to do the job with fewer staff? Did he hire those three because he’s confused on how to do his job? I thought he was a conservative. Growing government is far from what he promised, is it not? I’m guessing these are 6 figure jobs (or are they contractors?). If the likes of Ravenel could run that office without requiring an additional $300K to the payroll, we may have a significant issue here. Or, perhaps Loftis should borrow a page from Ravenel and give cocaine a whirl. I hear it makes reviewing contracts a breeze. But my point all along has been that this article is PAID political advertising. And no one has the balls to deny it.

I got pissed off because Mr. Folks published this obviously paid advertising as if it were a real article. I even voted for the guy! But seeing this for what it is truly pissed me off. So, yeah, it makes me complain. And when I smell a rat, I recognize it for what it is.

I may be nuts, but that doesn’t change the fact that Mr. Folks is publishing paid advertising without disclaimer. Even you don’t refute that. And that’s been my point all along. This lawyer can tell you that the investment agreements used by the Commission are complicated, dense and specialized. Only a well trained lawyer experienced in these areas of the law should be asked to handle these agreements.
If I recall correctly, the commission has 4 or 5 lawyers and 3 external law firms on retainer.(or at least used on a regular basis).
Now that I think about it I think it is amazing that he was able to manage it for two years.

Fits, I agree with you. I have been in state government for 29 years and I have never seen an elected official work as hard as the treasurer. He regularly is at the office at 5 or 6 in the morning and will stay till the last person is gone. I am glad I got to meet him and even though I did not vote for him the first time I will do so now.
The personal attacks on him have been savage and a lot of people that did not know or like Loftis before now see what is has faced daily. Merrill saw Ryberg call Loftis a liar in a budget hearing and he, and the committee were astounded. Elected officials should have to face those types of abuse from their own staff.

Every entity that has examined the allegations of improper conduct on the part of the Investment Commission has reached the same conclusion – there hasn’t been any. Why should anyone pay any attention at all to Loftis or Folks on this issue? Because the Inspector General is corrupt too? Because the Senate Sub-Committee is corrupt too? Because the the AG is corrupt too? Because the Ethics Commission is corrupt too? Because Justice Toal, blah, blah, blah…? Because Hugh Leatherman, blah, blah, blah? Occam’s Razor suggests that the answer is that Loftis and Folks are full of it.

Letherman funds everyone of those organizations. He appointed the subcommittee and the chairmen of the subcommittees both have a big “payday” in the budget, a gift from Leatherman.
I know several Senate staffers that are appalled at the behavior and lack of integrity certain members have displayed toward loftis. One of them said to me, “Leatherman paid a lot, but he wanted a lot!”

I met Brian this week and came away very favorably impressed that if elected he would restore dignity to the State Treasurer’s Office. It’s time we had a Treasurer who can work with other people. He impressed me with his knowledge of the issues and his enthusiasm for hitting the campaign trail. I would love to see the two candidates in a debate but doubt seriously Mr. Loftis would agree to a discussion of the issues.

Is it true he changed his name? Before politics, he called himself C. Melvin Loftis, Jr.?

People create fraud, waste and abuse in government. Such things are unlawful or at the least due to significant ineptitude. Name one person who lost his job or was arrested because Loftis proved he/she committed fraud, waste or abuse. Can’t do it cuz there ain’t none. He is all air and no action.

political pickpockets and bureaucrats, are terrified of the prospect of four more years of Loftis. One could make a fortune selling them Depends.
A sitting governor in constant pursuit of the limelight of even higher office; a long list of disgraced, or convicted, or resigned, or comedic, public servants; and oily clusters of lazy political hacks, inside and outside of government, trolling for employment. What a sorry state we’re in.
There are some bright lights on the political horizon–WHO OWE NOBODY NUTHIN’– Why, South Carolina, you gotta get rid of them.

He has been in office 3.5 years. Name one person who has been fired or arrested because of him exposing fraud, waste and abuse. Can’t do it? There are none. He is all mouth and no action. But I guess he’s got you fooled. Fascinating how many aliases he can come up with to post here! Imagine…a Constitutional Officer!

Well, just for starters, Bob Borden and his yellow Lamborghini are gone, although my guess is he’s still squeezing cash out of his experience here. Jail for statehouse pests? Answering questions under oath is good discipline. Grand juries are helpful. Jail ain’t always necessary. Just shine a strong light on roaches, spray them with the truth, and they’ll scurry away. Sad, but it may take some time–at least four more years.

Adam, it is a false argument. No one goes to jail in this state, even that crook Reynolds Williams and his fellow Pee Dee boy Ken Ard.
One fights fraud waste and abuse by stronger audits, proper internal controls and putting the bad guys on the front page of the paper. and Loftis has done all of that and that is why I am voting for him.
I work in government and we need a whole lot more like Loftis

Adam, Borden actually rode Loftis around in that car before they fell out. By the way, it was a 1989 model. Loftis had NOTHING to do with Borden leaving. He is now in the private sector laughing his way to the bank. Your shining light on roaches is a fine allegory for Loftis. He has sprayed many a roach. Honest people are a different matter and his light dims when he accuses them.

Lies. Well, I don’t know who is lying. I had lunch with Bob Borden where he indicated he rode Loftis around. Now he did not mention the yellow Lamborghini but I sure interpreted it as that. All I know is what I was told by Bob Borden. He and Loftis were great buddies until something (which I don’t know) happened. So if I misinterpreted Bob’s statements, I am sorry. But I am not recanting Loftis’s relationship with Bob and the implication they schmoozed in Bob’s vehicle which I was given every reason to believe was the Lamborghini. Wonder who is lying? All I know is I am not.

High fees, over time, erode the value of a portfolio. Loftis is dead on.

This bull market will end and we will be left with high fees and mediocre results. Those that created the plan will blame the markets, take their bonuses and leave. We will be stuck paying the bills.

I agree. These constant, hate filled comments show that the primary opponent is negative, hate filled and hopes to win by spreading lies and distortions.
It will make Curtis look good, not bad. Their plan if full of hate and not good politics.
I have seen the tracking polls and this race won’t be close. The plan must be the politics of personal destructions, which is shameless and no longer works.
