This website has written repeatedly in favor of broad-based individual income tax relief.
With deep blue states like California, Illinois and New York taxing citizens into oblivion, capital is going to on the march in America – and as it stands now states like Florida (and soon, North Carolina) stand to reap the windfall.
But broad-based income tax relief isn’t just about luring wealthy residents from other states. In fact that’s what we would call a “fringe benefit.” The real value is an expanded and empowered consumer economy – and greater investment in business expansion (seeing as the vast majority of businesses in the Palmetto State pay the individual income tax, not the corporate income tax).
Anyway … while lawmakers have done a lot of talking on the tax relief front, one of them – first-term S.C. Sen. Katrina Shealy – has finally filed legislation that would eliminate all of South Carolina’s marginal income tax rates within the next five years. The best part of Shealy’s plan? She doesn’t propose to replace this “lost” revenue – she proposes to cut government and fund its remaining functions out of the economic growth created by her plan.
How did “Tea Party” Gov. Nikki Haley respond to Shealy’s plan?
Glad you asked. In her 2014-15 executive budget – which proposes to grow government by $1 billion – Haley tucked away her own version of “income tax relief.”
How much money are we talking about?
Ummm … $29.
Not $290. Or $2,900. But $29 …
That’s enough to take a family of four to Ci Ci’s Pizza … one time.
Proposing ridiculously inconsequential tax relief is nothing new to Haley … she’s done it before.
But this time the governor’s failure to lead on tax relief is inexcusable. How come? Because this year North Carolina enters the first year of a five-year, $2.4 billion income tax cut that will dramatically lower all of its marginal rates.
How much tax relief is Haley proposing? Assuming the money is available (Haley always makes her “tax cuts” contingent on surplus funding), we’re looking at a total of $26.7 million … or 1.112 percent the amount of tax relief North Carolina has already passed.

My definition of those folk is that they seldom, if ever, think through the consequences of their proposed actions. Eliminate taxes! Sounds wonderful but what specific government functions are you willing to eliminate to “pay” for it? That is how “fees” creep in. No one is endorsing status quo.

Two things at play here. One is constituency. Most, if not all, services of government have a constituency. They mobilize and speak louder than those who want the service eliminated. Secondly, there is the faux reduction. Shifting of a government service to the private sector but it is still being funded by the government. Government then touts how its size has been reduced. This is a false savings as it still has to be funded.
That’s not much less than what some stupid rebate idea would get us.
I think Will’s idea is that if there was a vehicle for returning unused funds it might snowball and give a voting incentive for those on the receiving end…which suggests pressure on cockroaches as a result.
Do I think that would work? Nah. But my point is I don’t think it was any specific (or lack thereof) amount that was Will’s issue/point, it was more of a long standing trend building exercise in government structure.
My whole argument is that it’s impossible to “fix” government, but that’s a whole different issue.

Republicans are drawn to tax cuts like flies are drawn to horse shit. The Feds cut marginal tax rates in the early 2000’s. Shealy makes prognostications about the results for cuts in SC like the economy will expand and government revenues will increase. Did we find ourselves a decade after the federal cuts with unemployment at all-time lows, government revenues at all-time highs, and our national debt practically eliminated? No, we did not. We find ourselves in a bad position with solutions like cutting food stamps to poor families.
It is disappointing that the Republican politicians are still proposing these tax cut ideas, but it is embarrassing that citizens, who I assume are paying attention, are still falling for them. It is horse shit!
