Aircraft manufacturer Boeing will build its next generation 777X passenger plane at its unionized facility in Everett, Washington after members of the International Association of Machinists and Aerospace Workers (IAM) narrowly approved a new labor agreement with the company this week.
IAM members voted 51-49 percent to take Boeing’s latest deal – a surprising outcome. After all less than two months ago these same workers voted overwhelmingly to reject a deal with Boeing.
South Carolina – which builds (or rather attempts to build) Boeing 787 Dreamliners at a facility in North Charleston – had hoped to compete for the 777X project in the wake of the initial union vote, however the Palmetto State was never seriously in a position to compete for the project.
“Boeing South Carolina is unlikely to be chosen because that complex needs all its resources to try to get the 787 Dreamliner on track,” reporter Dominic Gates of The Seattle Times noted at the time.
Sites in Long Beach, California, Salt Lake City, Utah and Huntsville, Alabama are now out of the running for the 777X, though.
Two months ago FITS exclusively reported on 787 production problems in South Carolina – reports which were recently amplified by CNBC. And while Boeing has said it is planning major expansions in the Palmetto State over the coming years, it will be interesting to see if the company changes its tune in light of the big union vote in Washington.
South Carolina lawmakers have already shelled out $1 billion in taxpayer-funded incentives to Boeing – including $120 million in new borrowing earlier this year.
Boeing produces Dreamliners, 747?s, 777?s and KC-46 Air Force tankers in Everett, however the 747 and 777 programs are winding down – and the decision regarding the 777X project was seen as a bellwether for the company’s future plans. Had Boeing moved the 777X out of Washington State, its workforce there would have shrunk from 40,000 to approximately 20,000. Now, however, Boeing’s Everett facility is likely to see its workforce swell to 50,000 or more.
Of course “losing” Boeing’s 777X may not be the worst thing for South Carolina – because taxpayers won’t be on the hook for hundreds of millions of dollars in corporate handouts (and trust us, S.C. Gov. Nikki Haley and “Senator Boeing” (a.k.a. Hugh Leatherman) were prepared to open the saddlebags.
“Given the extent to which these subsidies shift the tax burden onto existing individuals and businesses in the states where these mega-plants locate, we’re not sure South Carolina’s lack of competitiveness for the 777X project is necessarily a bad thing,” we wrote last November.

They were built here at a rate 80% slower than expected, with manufacturing problems that keep them on the ground an avg. of 4 weeks after build out to repair (in another state).

The concessions the machinist union made was huge. They were forced by simple economics to give up Boeing sponsored pension plans!! The contract is replacing these unsustainable pension plans with Defined Contribution Plans! The economic reality forces Boeing to stop offering a pension plan and the workers are forced into a defined contribution plan instead. Simple math, really. Do this or have no company to work for.

The Obamacare employer mandates, once implemented, will force corporations to look hard at even offering healthcare to employees as an incentive to work for them. ATT pays an average 16,000.00 from their profits for each employee’s union negotiated Blue Cross/Blue Shield healthcare plan. Union members pay a small percentage, say 20%, for their healthcare. South Carolina offers similar plans for their employees. Obamacare raises the question, “why should ATT and South Carolina tax payers pay 80% of their employees healthcare costs”? Obamacare is federal law, SC healthcare is not.
Same goes for private and public pension plans. Oh sure, maybe private sector Boomers will cheat the calendar for the next 10 years if the dollar does not crash bringing down the house of cards that is the stock market and quantitative easing thus hurting the corporations they retired from. Maybe less than 10 years. Generation X and Y certainly will not see their pension promises unfold for their golden years. State and federal pensions could equal entitlement spending levels if we see double digit inflation’s COLA increases coupled with massive investment losses. Unsustainable will be the war cry from taxpayers burdened to pay for these incentives for employment. Pension freezes if not outright stopping payouts will be the outcome.
So simply, a paycheck, Obamacare, and Defined Contribution Pension Plans will be the new normal…if the markets and revenues allow it.
SC changed their pension plan last year, the max COLA any retiree can get is $500 in any one year.
Is that more comforting for you? By legislative fiat SC caps COLAS at 1-1.5% annually. They make up these numbers as they go along. Ten percent of South Carolina’s population is in the SC Retirement System. If 5% are retired and receive a 1-1.5% COLA, that comes to sixty million dollars a year from SC taxpayer revenues, money the retirees did not contribute, money that is being siphoned from our General Fund, money that will bankrupt the state.
Another fact, non-retired contributions are rising to 8% in 2014. However, they are being told their accounts will earn 4% compounded annually on your balance as of the previous June 30. Say what? Five year Certificates of Deposits only earn 2.5% APY. How can SC Retirement System pay out 4% APY with a 8% tax deferred contribution from gross pay? In essence, they are only making 4% tax deferred contributions if they receive back 4% APY on the original 8% tax deferred gross pay contributions. Sounds like a ponzi scheme to me. Where can anyone earn 4% annually on your money YOY and not risk anything?

It is excusable for me to not have seen the amended 2012 bill. I was real busy summer of 2012. What you fail to see is that my premise of the SCRS being unsustainable still stands. The vested interests have dug in their heels and have bit on the chomp a little harder. A tweak here and a promise there does not make the “system” any more solvent going forward.
My solution is to use the 25 billion and pay back in the form of tax deferred lump sums to those who have paid into the system and set up annuities for those already retired. Any state matching goes back to the general fund. Amend what must be, but get the 25 billion out now before you lose it.
I have a better solution. Currently state employees are required to also participate in social security. However, since they have a pension plan this is not required, but it is a all or nothing venture and only the employer can make the decision to opt out. The state should opt out of social security for those covered by the state pension and all the money that was sent to the feds (the employee + the state match) should instead be invested in the state pension plan. This should come with a moderate bump in benefits.
This plan would have two advantages, it would get rid of the unfunded liability of the plan in short order AND it would attract young folks to state service with the promise of a robust pension plan and no participation in the failed social security.
BTW – 2012 was a while back, if you are going to opine on message boards at least try to make sure you have some facts correct.
What are you talking about? Outside of unionized facilities defined contributions plans have been the norm for two decades. No one who works for a non-union organization gets a defined benefit plan or retiree health care.

Take a look at the SC Retirement System or the Federal Employees Retirement System. Our state workers have a defined benefit plan and subsidized healthcare for the retiree and their spouse which is not offered in the private sector any longer outside of union collective bargaining.

The biggest problem, according to the Financial Networks, is the lack of qualified workers and substandard work at the Charleston Plant. I worked with Governors Campbell, Beasley and Sanford with the Tech Schools, Commerce and Education Dept. to train workers and prepare them for jobs in Industry during their administrations.
My question is, why is Gov. Haley not being proactive and doing the same thing. I have seen little to no evidence of this during her administration.
I guess she is too busy and more focused on raising campaign funds, to keep her and her families jobs, than helping the State’s citizens get jobs of their own to support their families.

The vote secures Washington state’s aerospace cluster, anchored by Boeing which employs more than 82,000 here, including an estimated 12,100 full-time employees that build the 777 today.
“I don’t think you can overstate its ramifications,” said Governor Jay Inslee of winning the 777X. Mr. Inslee led the legislative push in November to pass an $8.7 billion tax-incentive package for Boeing, the largest of its kind in U.S. history.
Boeing is executing their plan that increases share holder value, and position them to compete with Air Bus, a gov’t backed entity.
Here is what is funny about all of this. Washington nor the union really had to give up anything. Why…because the new 777x largest buyer is an Arab airline that specifically told Boeing that given the problems they had with the Dreamliner, they would prefer the 777x they were ordering be built in one production and assembly plant. The only plant that meet that requirement was Seattle. Basically, if Boeing didn’t build the plan in Seattle the Arabs would have pulled the deal…no way Boeing would have let that happen. That is the reason they went back to the union for another shot.
Twenty-two states offered 54 sites for Boeing to evaluate in hopes of winning a high-value aerospace jobs.
A senior executive for Boeing stated they had not ruled out moving manufacturing of all or part of its new 777X aircraft to the Middle East after American labour unions rejected the terms of a new contract to build the aircraft at its base in Seattle.
Boeing stated the ultracompetitive world of selling jetliners requires it to cut cost of developing and building the 777X. “The airplanes we are selling today are at a significant relative price discounts compared to those in the past,” Alan May, Boeing VP of HR for the commercial unit.
In its push to shave costs, Boeing secured $8.7 billion in tax incentives from Washington state, a 16-year extension of sweeteners first passed in 2003 for the Dreamliner that was set to expire in 2024. The package is the largest of its kind in U.S. history.

The huge order from the two Gulf carriers isn’t a big surprise, as the 777X designers were thinking about the region from the beginning. Ben is right..the Arab airlines were the target market for the 777x so you can imagine Boeing’s surprise when the largest buyer decided to have some input on where the plane was built. When I read the interview with the VP Qatar Airways stating they prefer the plane to be built and assembled in one location, They were not pleased with the Dreamliner and wanted Boeing to return to their previous production model. I knew then the plane would be built in Seattle and Boeing would have to find a way to make it work. I have to hand it to Boeing…going to the National Union to force the local to reconsider…that was a big move but they did sweeten the deal by raising wages significantly and basically promising to keep production at a union facility until 2040…
For the record, I just got an email from the career placement dept. at the tech school I attend (Part 147 Aviation maintenance school) regarding interviews/assessments Boeing is holding for 150 jobs that start at $23.00 an hour in S.C. which wouldn’t be there if Boeing had not been given the incentive to put their plant there. Also the 787 is not wholly built in any one place. Boeing has modified 747’s they use to carry the various sections of the airframe that are manufactured all over the world to be assembled at their facilities.

The new machinists contract in Seattle…they had to concede on pensions but Boeing agreed to accelerate their salary scale…give everyone a $5,000.00 raise and a $5,000.00 bonus to new hires. The new pay scale pushes most of the workers over six figures a year…$100,000.00. Now they are paying union wages twice as much in Seattle as in SC and they still got the deal. What is wrong with that picture. And by the way…anyone making six figures should be able to save for their own retirement.
Boeing had no choice but to build the planes in Seattle…the largest customer…and Arab airline buying 170 planes told Boeing they want the plane manufactured and assembled in one location…the only location that met that criteria was Seattle. The buyer gets what he wants when he is paying the bill…why else do you think Boeing went back to the union with another deal…which by the way was a significant increase in wages.
Wow. Such reasoned discussion and debate. If only our elected officials acted like we the people, all would be well. Maybe we’re getting just what we deserve.

Boeing has a fiduciary responsibility to their shareholders to increase share holder value. One of the paradigm shifts that has occurred in the 20th century and continues in the 21st century is the way the free market values social networks such as Facebook, and manufactures as Boeing.
As Boeing works toward increasing the value of the company, today’s market value is $105.8B and Facebook market value is $142.9B or 35% more. Boeing manufacturers jetliners, a defense contractor and aerospace supplier. They are a multinational corporation founded by William Boeing and serving the U.S. since supplying planes in 1917 to the Navy.
Boeing has a challenge competing with tech companies, and realizes their responsibility in driving shareholder value. Airbus, Boeing’s chief competitor receives support from European countries. Airbus has announced detailed plans to spend $600 million to build jetliners in Alabama, its first assembly plant in the U.S. in a bid to grab more American orders from Boeing.
