It’s happened again …
A year after the massive #SCHacked scandal – in which S.C. Gov. Nikki Haley’s Revenue Department coughed up 3.8 million Social Security numbers, 3.3 million bank account numbers, tax info for more than 650,000 businesses and nearly 400,000 credit and debit card numbers – another state agency has suffered a data breach.
The S.C. Health Insurance Pool (SCHIP) – created by state lawmakers in 1997 to help Palmetto State residents who are “unable to obtain health insurance because of a medical condition” – has coughed up its data to an unknown thief.
According to computer coder Chris Meller’s blog, a laptop owned by an independent auditing firm under contract with SCHIP was stolen on October 16, 2013 from an employee’s car.
“(An) SCHIP investigation found that the laptop contained an unspecified number of subscriber records, including: Social Security Number, last name, first and middle initials, dates of service, and provider identification numbers,” Meller reports.
SCHIP – which is administered by Blue Cross Blue Shield of South Carolina under the auspices of the S.C. Department of Insurance (a Haley cabinet agency) – failed to notify its subscribers of the breach until December 18.
That’s eerily reminiscent of Haley’s delayed response to #SCHacked – a case which has yet to be solved (and which continues to cost South Carolina taxpayers millions of dollars).
When did Haley’s administration first learn of the SCHIP breach? No one knows … although FITS is filing a Freedom of Information Act (FOIA) request with Haley’s Insurance Department in an effort to get to the bottom of this latest data debacle.

She is responsible because security protocols such as access limitations, up to date encryption, tokens, complex passcode, etc, have never been a concern for her.
The Haley administration is interested in politics, raising money, financial profit and partying. Perhaps she will one day utilize her talents and office for the people of SC, but until then we will continue to be a governmental backwater.

Remember, the state dictates what security measures a firm must use when doing work for the state. We can dictate that not only do they encrypt the information, but demand they show us that it is indeed being done. We should have strong security measures regardless of part time, temporary, permanent, or contract employees, or anyone that has access to sensitive information outside of state government payroll that is working on behalf of the state.
Also, keep in mind that this is well enough after the SCDoR incident that the state should have been locking up its butthole tighter than a constipated nun.
Haley isn’t the only one to blame, but she is to blame, and the only one We the People can fire.
She is responsible because that is how Brad Warthen and The State told us it would work when all our agencies were managed by the governor.
In fact, they said that’s the ONLY way for anyone to ever be accountable in state government.

Blue Cross Blue Shield owns the Governor. Look at their contributions to her campaign and her charity. This will be blamed on an employee or subcontractor. Haley nor Blue Cross will take the hit.

Stolen laptop? Oh, well, no biggie, I mean the data was encrypted, right? I mean, it isn’t like a sitting governor tried to insinuate that nobody encrypts information, therefore the state shouldn’t, right?

On the bright side, it was probably some crack-addled hobo trying to hock it at a pawn shop for drug money.
Per the letter SCHIP sent out (I just happened to get one as a former subscriber who was included in the breach), the auditors found out about the breach on October 17th and notified SCHIP on October 21st. Why no one else was notified until two months later is anyone’s guess.
I’ve already filed a FOIA request with the DOI asking for details. They claim not to have any information and haven’t told me who would yet. I plan to follow up again on Monday.

Does anyone else find it ironic that the people who have less to offer in the way of ill-gotten gains – having been saved from destitution by the SCHIP Law – are the ones whose numbers have been stolen?
Governor needs replacing, not sure by whom, but needs replacing, blonds shouldn’t be the brunt of jokes when a brunette has the same attributes.
