I think a lot of conservatives use Tim Scott just so they can be all: “See there; we’re not racist because we have a black guy”.
You are probably correct, it’s the “I have a black friend” type thing for politics.
Don’t ignore though that Dems love labeling “conservatives” racist for political purposes as well.
In fact, no one loves separating people based on color/race more than our gov’t….just about every gov’t form for anything has check boxes for “race”.
The whole system has implicit endorsements for favoritism based on race…it’s American as apple pie as far as the last 50+ years go.
