It’s been a crazy spring for S.C. Department of Health and Environmental Control (SCDHEC) director Catherine Templeton …
Her agency has been under fire after an incompetent government-run school district in Greenwood, S.C. permitted one of its employees to expose more than seventy people to tuberculosis. Both the district and Templeton’s agency have been sued in the aftermath of the outbreak, which has generated extensive statewide headlines.
What hasn’t generated headlines (but should)? Templeton’s ongoing war against unnecessary spending …
The second-year SCDHEC director – who hasn’t always been well-received by this website – has identified another $40 million that her sprawling agency doesn’t need. According to reporter Meg Kinnard of the Associated Press, Templeton is trying to send this money – which is ostensibly earmarked for various water-related initiatives – back to the federal government.
Unfortunately, the U.S. Environmental Protection Agency (EPA) is refusing to take it … and other state leaders are questioning whether Templeton has the authority to send it back.
Also, health directors in forty-nine other states are livid at Templeton for exposing the total wastefulness of this $5 billion annual program.
“They don’t need the money either but don’t want to admit it,” one of Templeton’s supporters tells FITS. “They are pissed because she broke rank.”
With all due respect to the other forty-nine state health directors, tough sh*t.
Taxpayers have poured more than $90 billion into this program since its inception, and now we come to learn state health agencies “don’t need the money?”
So typical of big government … and yet another reason why our country has amassed a $17 trillion debt.
Props to Templeton for identifying this wastefulness and trying to do something about it. Unfortunately, she appears to be one of the only people in state government inclined to make such an effort.

I don’t care if she’s a slush that doesn’t show up all the time(from the rumors, who knows if it’s true)….she’s doing a decent job and kinda hot to boot.
In the big picture we should just eliminate every agency anyway…but at least she’s going in the right direction.
Sup ? Ever notice that the HufPo crowd seems to jump all over anything about the reduction of Gubmint spending (read JOBS).
BBBBwwwwahahaahahahaahahahahaha
It’s all but hopeless really. Years ago in my naivete I used to hope that people would come to their senses, that with enough gov’t failure & abuse they would recant regardless of their political label and call for retrenchment.
I can see now that was wasted energy on a hopeless situation. There are too many men willing to take from others to live comfortably…regardless of the long term picture for humanity or possibly even their own children.
Bastiat was correct: “The State is the great fiction through which everyone endeavors to live at the expense of everyone else.”
There will always be looters and enough sheeple to codify their looting. The best tactic when confronted with superior numbers is avoidance.
The current US pol paradigm consists of those that believe in big gov’t and those that believe in slightly smaller gov’t…but both believe in gov’t itself…so in essence they are hardly different. Anyone outside those two groups is statistically irrelevant.
Even after whatever collapse comes our way, whenever that happens, the nature of man will always bring forth some other form of legalized theft in the form of gov’t, lead by the immoral and supported by the slight less immoral but far more stupid.

Re-read Kinnard’s report. Templeton’s not trying to give the money back to the feds. She’s trying to transfer it from clean water programs to a drinking water fund here:
“Templeton said she would like to use that money to fund projects related
to drinking water, like ensuring that communities’ systems are clean
and operating properly. That fund, according to DHEC, has already
committed almost all of its $57 million allocated but has $55 million in
other projects that would be ready to go if the money were available.”

Yeah, that’s a pretty big difference. Good catch, Curious.
Will you guys please stop trying to inject truth and logic into this discussion.
1) She wants a transfer of funds 2) Separately, she wants to give back 40 million over and above the transfer case.

Associated Press
COLUMBIA, S.C. (AP) – The director of South Carolina’s environmental agency says federal officials are thwarting her efforts to make what she says would be more effective use of funding the state gets from the government.
Department of Health and Environmental Control director Catherine Templeton told The Associated Press on Thursday that she wants to transfer $50 million in federal money from a fund for clean water efforts to one for drinking water projects.
Templeton says she wrote the U.S. Environmental Protection Agency earlier this month to ask permission to make the transfer but has received no response. Templeton also says she wants to return $40 million to the federal agency but has been told she cannot do that.
The EPA did not immediately comment on the issue.

Got a link to what you pasted so I can verify? Kinnard’s report on the AP site that I linked to above says nothing about a separate 40 million. If you can link to your source, I stand corrected.
How about correcting yourself on the murder of all those children you so readily rushed to with LazyBee?

Damn, Frank…getting about as annoying as BigT.
I do try. :)
Rite – fuk people in rural areas.
DHEC: “Dammit – cities need to clean up the water we contaminated with sludge… fuk those assclowns in rural areas. People in city get clean drinking water we dirtied with our idiotic human toxic waste permits.”
Yeah blog posts are not news, But FITS isn’t news if it’s a blog or not.
How about the murder of those children, HO?

I, for one, would like her to specifically detail what amounts to waste before going “You go girl!”
That does not fit Sic Willie’s agenda.
Sic Willie defines wasteful spending as any government expenditures that don’t directly benefit his wallet.
For example, his big fat paycheck when he was performing the core government function of being Sanford’s mouthpiece: Not wasteful.
Taxpayer money to send his kids to private school: Not wasteful.
Everything else: Waste!
That or the Howard Rich checks!!

This is typical of both Federal and State governments. Money is allocated for a specific purpose each year and people are hired and put in charge of the distribution. Then those people fight to continue the programs from year to year. Most often it is to their benefit to see that the monies are misspent thereby assuring that they can continue to justify the need. Mentioning “zero based budgeting” in goverment circles is like holding up a crucifix and a ten pound bag of garlic in a the middle of a vampire convention.
However, back to the issue of money(which if she does return it, will simply be sent to another state) can it be used to remove some of the USTs (underground storage tanks) that are located around many abandoned gas stations and are a threat to clean water sources??
A Dinosaur

These greedy imbeciles giving money back is nothing more than a charade for the Koch brothers. They are probably trying to give it back because they have not managed to make personal use of it.
Personal use, you must mean use for the public good.
Greedy (DHEC, read GUBMINT {but not Education Department}) imbeciles giving money back (reducing costs) is a charade for the Koch brothers (frequently sited as the school choice demi-gods?).
WTF? What? Your a pubic school teacher aren’t you? Yeah. Time for a new moniker.
BBwwwahahahahahahahaahahahahahahaa
Sorry, Frank. People like you are what keep the nation laughing at South Carolina.
Not even close. Try again, if you dare.

Maybe she should hold onto to that money, since the lawsuits that will arise from the incompetence over the Ninety Six TB cases wil easily cost that much.

Curious – Clean Water funding to protect our rivers and streams – like Fishing Creek where dhec purposefully and deliberately chose to take “no action” when presented with overwhelming evidence that the water body was highly polluted….polluted by high concentrations of phosphorus, most likey from all the human shit sludge that was being dumped around the stream.
No – DHEC doesnt want the money – they only care about the people who live in cities.
Problem is – most cities get their water from the creeks and streams that feed the rivers. Eventually, this short sightedness is going to catch up – but not without real long term environmental harm…harm SCDHEC is too stupid and corrupt to fix.
This one is gonna get exposed….trust me – Templeton made a very big mistake here.
I feel sorry for her. Imagine having to rely on those entrenched self-serving self-protecting agency bureaucrats for vital information. Of course Mr. Hunter was largely in the same boat.
No need to imagine. Already happened. Remember those 530 expired permits? Ya those self serving flunkies chose not to air any dirty dhec laundry…until they got caught by the public. This spectacle got so big when exposed, Catherine went on offensive and instituted ‘permit central’ as a response to exposed govt failure. Still no better today – hundreds of permits still expired, yet operating.
This agency is an abysmal failure, bought and paid for by those industries who want to do you harm.

You should do a story about how much she is going to cost taxpayers in all the wrongful terminations suits she is causing at DHEC and all the ones from LLR
Whoa. Shite FITS. Do you cater to mostly Gubmint Retards?
Who is the lawyer handling all of these?

Templeton is just trying to deflect from that wrongful termination suit which makes her little toadies at DHEC look bad…sure sounds like the 30 year nurse knew what to do and the state office wouldn’t let her do it.
Good point
Does appear FatAss could care less about kids’ welfare

At least she is trying to do the right thing with the money.

In addition to being smart, and careful with public statements, Templeton is a natural beauty, photogenic, who dresses well and has a lot of class. She is, as fits would say, a hottie. I wish her the best in the rat’s nest of the petty, shallow, short-horizon Haley administration.
None of what you posted qualifies her in the least to run a public health agency.
Typical republican voter that thinks the likes of Palin and Haley are qualified and vote for them because they titillate their old “christian” bone.
Funny, the MSM also think Haley is a great leader because she’s attractive and a minority. What do they call her, the shining light, the rising star, or something like that?

No link to the AP article mentioned and incomplete and misleading information concerning the actions of Templeton.

News stories virtually never have enough information to make an objective judgment, or even get close. They are news, not evidence. Only the rare investigative report digs for and presents important details, and only the rarer one is substantially objective. It is too bad. About the best we can get is the “other side of the story” from they who have the smaller bullhorn (aptly named).

In regards to the TB situation, I would like to know how often DHEC requires teachers, school employees, day care providers, etc. to be tested for TB. Is testing negative for TB a part of the employment process? How often do employees have to be tested once hired?
Until recent years employees working with children had to test negative for TB at hire and every 4 years thereafter. Within the past few years DHEC changed the rules for TB testing: as long as person had a negative TB test result on file, it did not matter when the test was done, and follow up tests were no longer required. I wonder when the person who infected the children was tested and if this was a requirement for the job.
Cost was the reason given by DHEC for the change in TB testing. I would like to know what the rule is now re: TB testing for people working with (in and around) children?

She can give the raise of almost 50,000 she has gotten since 2010 back to the people
