Can someone give me a clue about this “abstinence” hoo-ha? I may be interpreting his statement incorrectly. Does he mean that if he is dating a woman he may want to marry, then abstinence is a must, but if he doesn’t intend to marry a woman then the party is on.

It’s fine with me if they are in the closet–in SC such a person won’t get very far if he is openly gay, sadly–but such a person will be held accountable if he votes for measures that hurt gay people. People gossip and people know who’s doing whom. Maybe one day men who are gay and in power will feel comfortable enough to be open about they are.
