S.C. Gov. Nikki Haley’s top law enforcement officer is discriminating against white employees, multiple sources within the S.C. Department of Public Safety (SCDPS) tell FITS. In fact Leroy Smith – who once falsely accused his former superiors in Florida of racial discrimination – appears to be settling some color-based scores in his new role as head of the Palmetto State’s largest law enforcement agency.

News of Smith’s alleged racist hiring practices came to light following the forced termination of Bobby Collins – who was hired in May 2012 to lead the agency’s internal affairs division. Collins – who is black – was fired in the wake of a January 10 traffic stop in which he verbally accosted Highway Patrol officers who observed him driving erratically.

According to our sources, Collins was hired by Smith “for a position that was never posted for any of the troopers to apply.” Not only that, Smith – who is also black – has reportedly “promoted African-Americans to head up the State Transport Police, Bureau of Protective Services and a newly created director of operations position” without giving white troopers the chance to apply.

That’s three of the agency’s top four bureaucratic posts, people.

Additionally, Smith has named an African-American to lead a newly created immigration unit – a job we’re told was never posted publicly – and has elevated a deputy director and promoted two patrolmen to the rank of major (also allegedly on the basis of race).

SCDPS officials did not immediately respond to our request for comment regarding these allegations – nor do we expect them to. This website made SCDPS our personal piñata during the “Sex, Lies and Troopers” scandal back in 2011, and there is no shortage of hard feelings among the agency’s brass.

Obviously we don’t know enough about each of these hirings to determine whether more qualified white applicants were available for the jobs. Nor are we saying the black officers appointed by Smith aren’t up for their new assignments – they very well could be.

Our point in posting this is simple … to demonstrate the duality of discrimination allegations.

Seriously … does anyone think the state’s left-leaning mainstream media would have hesitated for a second to print allegations of discrimination involving a white supervisor promoting white employees to jobs previously held by blacks?

In a weird way I hope he is discriminating.
I trust blacks a little more than whites(for now) in these positions because they know how the PoPo usually treat blacks.

i worked for dps, within weeks of him assuming the position we were sent a number of executive orders about hiring practices, promotion practices, codes of conduct, etc etc etc, all of them had some racial basis with them.

As for the promotions though ill give him a pass. These guys were the next in line in the chain of command and were being groomed for these jobs while keel was still there

Not all these guys were with dps. Collins is a friend from Florida. Why wasn’t a SC trooper given the opportunity to promote within? You make a position for someone just to promote them because of race? I thought Haley wanted smaller government–not creating more jobs for an unnecessary job using my tax dollars! Not only did he make a position and promote a black to it, he promoted a black to the position that was vacated.

Ummm. You said the Collins guy was a friend from Florida. If a job was made for him, logically, the job wasn’t made based on race. If he hired 15 friends, I would say that is a problem. Brinmgimg one buddy on board is kind of restrained, compared to what his boss has done.
I am more concerned about jee number of jobs being filled with no posting.

ALL state employees should be required to take an SAT-type general aptitude test with the results made public. Use these test scores to help determine who is best qualified, and or, suited for a particular job. Please take race out of the equation. I’m not interested in social promotions and cultural engineering; just the most efficient use of tax dollars.

The bell curve book probably is right. Even if we won’t admit it publicly, many of us already know it anyway based on observations. It’s pretty obvious that the people of Africa don’t have quite the same IQ as those in Asia or Israel.

I don’t think this makes one race necessarily “better” than other. But too many ignore obvious distinctions. To some, everyone is born equal and there are no notable disinctions. “It’s all nurture and not nature.” But what I don’t understand is if the color of skin can be so different, why can’t other characteristics including athletic or mental ability be different?

I honest to god don’t know what the Governor was thinking. Leroy was the affirmative action poster child at FHP. He maxed at the rank of Major, sued FHP, a genuine thorn in FHP Ass, and here he is!

His choice as SCDPS director sent “Shock Waves” through the ranks of the FHP.

Honest to God! How does this happen? Does she vett anyone?

Your article is not even close to being factual. The two Major’s promoted were both white. There was already a black Colonel of the Transport Police. The head of BPS was already there when Smith arrived. Is this really racial discriminated? I don’t think so. Unless you have more proof than what you published, this is just whining by some white wannabee that was not qualified.

Miller is not getting it right! Smith moved a black BPS director to a new position that was created so that he could promote Taylor who is black. This created a major position of which a black was promoted. He also promoted a black Lt. Col. and he hired a black immigration director–position not posted. Collins was with the FHP with Smith. Why did Smith hire him for OPR when we had troopers qualified–position IF it was posted–no one else knew about it. He hired Collins because he was a friend and black. This does not include the captains that have been promoted that are black. Did you forget that Smith sued along with 6 other black Florida patrolman the state of Florida for racial promotion discrimination? Get all your facts together before correcting someone else. Smith is trying to change SC since he couldn’t do it in Florida since he lost his suit!

What black Major? Warren was already there, and he promoted Gosnell and Wright, both white. If you had read the article about the lawsuit he filed, a white did not get promoted over him. It was another black.
Also, positions that “serve at the pleasure of the director”, i.e. Immigration Director, OPR Chief, are not required to be posted. Only jobs that are FTE’s.
By the way, sorry you did not get promoted and you are so bitter.

Collins voluntarily had his blood and urine tested everything was negative and that pissed Director Smith off! Smith was pissed because he heard Collins would sue the patrol. Collins has a lot of dirt on Smith and others and I heard they are secretly trying to negotiate with his attorney for fear of the corruption he will disclose. Also, Smith also hired a Black HR director and created a Major position at BPS and of course promoted a Black to that position.

As far as me being on the patrol and not getting promoted–you could not be farther from the truth—see what happens when you jump to conclusions! Talk about being cynical! As far as job postings–duh–you are not the only one that knows the deputy director serves at the pleasure of the director, but even the director’s job IS posted! I did read the lawsuit that Smith filed–his complaint was that he was being discriminated against—blacks don’t discriminate against blacks–they file these suits because they are discriminated against whites or they say–not only Smith, but 6 others! Hate to tell you bud, but other people can read and comprehend what they are reading.

I agree Smith is a piece of shit but Collins job was posted. The discrimination that should be addressed is the political appointments of several appliciants with criminal records to the Highway Patrol. These uneducated criminals get their state senators to call and get them hired over qualified appliciants of all colors!The Highway Patrol needs to spend more resources on getting their Troopers educated so they can compete for vacant jobs in South Carolina and other states.
