South Carolina’s Department of Health and Environmental Control (SCDHEC) will not seek a $50 million appropriation in the coming year’s budget for a host of unfunded mandates imposed by state and federal lawmakers, sources at the agency tell FITS.

Agency director Catherine Templeton will seek $4 million to cover these expenses, telling state lawmakers she has found a way to cover the remaining costs through eliminating waste in her agency and equalizing funding levels in other departments.

That’s $46 million in “savings” in the state’s upcoming FY 2013-14 budget – assuming lawmakers are willing to rebate the money to taxpayers. In fact, we’re going to add this money right now to the pile of cash which ought to be rebated during the upcoming budget cycle.

Earlier this week, Templeton announced a major restructuring of her agency that could save taxpayers an additional $2 million – again, assuming lawmakers agreed to rebate it to taxpayers.

Will they do so? Don’t hold your breath …

Despite the best efforts of S.C. Sen. Tom Davis (R-Beaufort), state lawmakers have rejected rebate efforts in each of the past two years (here and here). Davis told FITS earlier this week he intends to file his “taxpayer rebate fund” legislation again this year.

Actually my intellectually and verbally challenged friend, your federal tax bill did not go up. The President and the previous Congress decided to lower the Social Security tax by 2% a few years ago. This was done to “stimulate” the economy. What it actually did was raid Social Security which has been bankrupt for years and give workers a false sense of security.

Now Social Security has returned to it’s normal level (the one you were paying for years). It is now at 6.2% Obama and his liberal boneheaded minions lowered it to 4.2% for a temporary boast of the economy. It obviously didn’t work. Funny how he allowed it to be raised after the election.

Beginning to have my doubts.

Getting rid of 50 deadwood employees, hiring 50 goodwood employees, saving $2 million last week and now this week, thanks but no thanks to a $46 million appropriation.

Ms. Templeton’s escapades beginning to remind me of the drunk who open the front door to his house, tiptoed into the bedroom, crawled into bed to be immediately thrown on his back and mounted like a rodeo bull.

CAVEAT:DHEC has several programs which are “self-pay” for lack of a better term.

An excellent example is its Bureau of Drug Control, which uses no “State” money (taken away years ago for pissing off a Senator and the then-Commissioner) and uses no “Federal” money (for pissing off a former FDA hanger-on some 20+ years ago). The “pissing off” was directly related to the honest and even-handed enforcement of the law by the Bureau.

The General Assembly provided that the fees charged under the Controlled Substances Act shall be used ONLY for the costs of the enforcement of the Act by DHEC. May the Comptroller General and the Treasurer of the State pay particular attention to the fact that these fees are “reserved” and may not be used for any other purposes.

PLEASE be sure that these “self-financing” programs are kept honest and intact, and that the restricted funds are not transferred to other programs.
