Who’s Paying For Nikki Haley’s “Workforce Training?”

S.C. Gov. Nikki Haley loves to rail against the big, bad federal government – and specifically against U.S. President Barack Obama.

“The hardest part of my job continues to be this federal government, this administration, this president,” Haley said during a speech to the 2012 Republican National Convention in August.

Obviously Obama is making it increasingly difficult for states to be competitive … so we’ll grant Haley that point.

Of course Haley didn’t mind it when Obama’s administration floated her Department of Transportation (SCDOT) a $52 million loan last year to keep it afloat.  And she’s obviously made the federally funded inflation of South Carolina’s Medicaid rolls a “priority” of her administration in anticipation of Obama’s socialized medicine monstrosity.

Earlier this week, Haley once again took advantage of federal largesse … this time to bail her out of a major public relations disaster.

Eager to shift public attention from the snowballing scandal at her S.C. Department of Revenue, Haley announced a new “workforce training” initiative – a “partnership” between the state of South Carolina and a non-profit workforce assessment organization.

Called the “South Carolina Certified Work Ready Community Initiative,” Haley unveiled her proposal alongside several private sector CEOs earlier this week in Orangeburg, S.C. – and (surprise, surprise), not a single reporter asked where the money for the initiative was coming from.

Of course they didn’t have to – because at her press conference, Haley volunteered that the new program “won’t cost the state anything.”

Really?

Once again if this woman’s lips are moving, then the truth is not escaping them.

According to a source in the Haley administration, the governor is tapping “at least $900,000” from her scandal-scarred S.C. Department of Employment and Workforce (SCDEW) to fund this initiative.  This, of course, is the same incompetent agency that has been living high on the hog while forcing South Carolina businesses and individual taxpayers to cover its massive debt to the federal government.

It’s also the same agency whose inability to read a calendar just cost South Carolina businesses another $9 million.

So … where did SCDEW get the money?

Apparently it’s part of a federal funding stream made available through the Wagner-Peyser Act – a New Deal-era bill that established the federal government’s purview over job training and placement (which are clearly not core functions of government).  According to the U.S. Department of Labor (USDOL), South Carolina received more than $2 million in Wagner-Peyser funds during the fiscal year that ended in September 2011 – and roughly the same amount the previous year.

Accordingly, Haley’s claim that her new program “won’t cost the state anything” is yet another lie.  It’s costing the state at least $900,000 – money that it received from the federal government she loves to hate.

I think ACT (same company that has the ACT college entrance exam) is paying some of it from what little is known about this program/initiative. It is part WorkKeys testing, profiling and some other softskills test that I don’t believe ACT hasn’t been very successful in selling employers on using. People pay to take the tests because ACT charges to take the test. I don’t know how much the tests cost, but heard from my friend they ain’t cheap.

This is money that came from all of the 50 (or 57) states of the union.
(Me thinks Obama may have been thing of Heinz Ketchup with a similar remark.) Anyways, while Haley may be partly correct the we’re not paying for it. We tend to forget that with any and all federal money that her and her cronies say NO to, that it can go elsewhere. meaning that we in SC are paying for programs that we don’t want here.
Is any of that remotely correct ? …

And yet SC Governot Haley blames the IRS for the FOR data breach… On one hand, she tells the Feds “Get out of my way!”, on the other hand, she’s saying that the data breach wouldn’t have happened if the IRS told us how to increase data security and to encrypt the data.

You people are idiots. Funding job training is way better than other social programs. This can help people that can’t afford it be able to get training for jobs that will allow them to get off of benifits and pay taxes. This is actually something she is doing right.

Unions have these things called apprenticeship programs whereby new members are taught the trade. Sure, they’re learning OTJ but the apprentice wage scale is below that of the fully trained journeyman.

In non-union states such as SC, employers like Springs Mills had their own training programs for employees.

However, in this day and age of the broken social contract between corporations and their employees, businesses rely on government to provide them with a trained work force. It seems training their own employees actually costs money, and affects profits available to stockholders, not to mention management bonuses.

1. Employers pay into unemployment, not taxpayers.
2. The (SCDEW) agency’s computer had a glitch which didn’t charge employer’s correctly.
