Hold on a second. I believe Haley’s Movement Fund is criticizing *how* these guys (specifically Sen. Nikki Setzler) spent their funds, not the fact that they spent them.
In Setzler’s case, the ads attack him for getting reimbursements for hotel rooms when he lives 10 minutes from the Statehouse. The ads don’t attack him for things like meals.
Now if you show that Haley also rented out Columbia hotel rooms while she was in the legislature, then I’ll agree she’s a hypocrite.

The point is, once again as you suggest, the per diem does not have to be utilized on rooms or meals. In a simple sense it is an entitlement by virtue of the legislative office they hold. No explanation, no proof of use, no bills offered, just claim the per diem voucher that each and every member is entitled to as additional consideration whether spent on expenses or not.
Travel is another thing, but it stands to reason that Senators who live long distances from the State House will incur and be reimbursed travel expenses that are higher than those who live closer to the Capitol. Larry Martin is a case in point. It stands to reason that a Senator or Rep. from Pickens would incur higher travel expenses than a Senator or Rep. from Sumter. Only Senators from Oconee or perhaps Anderson live further away than Pickens. Maybe, depending on residence, Jasper, Beaufort, or Marlboro would approach the same level of costs, all things being equal as to number of trips, etc.
This stuff isn’t really rocket science. It’s quite elementary, in fact.
So, if you live within commuting distance, you don’t require a hotel room. You don’t have to buy any meals–lobbyist breakfasts, luncheons, and receptions take care of that. So why the hell do you need a per diem?
