Will impact approximately 136 employees and take place in two phases beginning in October

In a move to align its personnel to better reflect workforce service needs due to the elimination of federal funding for the Emergency Unemployment Compensation (EUC) and Extended Benefits (EB) programs, the SC Department of Employment and Workforce (DEW) today announced that it will make adjustments to agency staffing levels across the state.

Over the next few months, DEW will implement a downsizing plan that will impact an estimated 136 employees by June 2013. This plan will take place in two phases beginning in October and will include various approaches.

Agency officials remain hopeful that phase two of the program will be managed through the natural attrition that occurs within any agency when employees retire and/or resign.

“Today’s announcement is the result of difficult decisions. We have to align our workforce according to current and future projected funding streams,” said DEW Executive Director Abraham J. Turner. “Like most other states throughout the country, we are affected by a number of economic events including the reduction of federal funding due to the elimination of both the
EUC and the EB programs.”

DEW is working hard to minimize the impact of decreased federal funding, and is making every effort to ensure that this transition is as seamless as possible for employees and customers.

“As we move forward, I am confident that despite this difficult time, there will be no loss of services offered to fellow citizens and businesses across the state. Our commitment to reemployment efforts, good customer service and small businesses continues to be a high priority for our agency,” said Turner.

Meanwhile, Turner also:
-Hired his 11th unqualified, retired military clone to a leadership position within the agency,
-initiated a business relations program out of Columbia which duplicates and competes with the same program housed within the Regional WIA Boards which he audits. (Whatdayu bet his “audits” will recommend that the regional Boards drop their business relations and placement programs in favor of the lousy one he’s started?)
-Provides “assesment grants” to a private agency to measure the work-readiness of populations and make educational recommendations. The private agency then always places the student to their own private program, fully funded by the state, and NOT to state community colleges. (This is akin to having Solendra get paid to recommend which company should build solar panels for the government!)
The only meaningful “Restructuring Plan” SCDEW could inpliment would be one where Gen-rul Turner is replaced by someone without a personal agenda and who is competant.

Checked the SC Jobs website.. That agency has a lot of vacancies posted up for grabs. How are they laying off and then hiring people?

Because they need to get rid of specific positions and fill specific positions.

why are they hiring these people at a higher pay with less less experience? and they for the most part seem to come from the his clones? They are so cruel they dont have a clue how many people they are hurting and must not care what a shame(wont be long he will have them all in army outfits. seen his daily planner ($70,000) a yr today taking pictures of flowers in front of the Lem Harper Building.

Sadly. anyone who questions his fitness, his actions, or his clones is openly accused of racism. When one of his staff has questioned an action of his, he called them a racist in the most ugly terms. Everyone’s affraid to question anything he does. Retaliation and accusation are rampant.

Heard the person who questioned Turner about whether he was going to also have to do re-certification got fired by the general, you should look into that Sic.

Yes the guy was fired for asking the Gen, about his qaulifications since he was measuring their qualifications by forcing them to take a test. Even though the reason for the firing will more than likely be attributed to budget problems.
